This is a Bid Solicitation issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the Department of Children and Families (DCF), Children's System of Care (CSOC), for a Contracted System Administrator (CSA) to provide comprehensive administrative services and a Management Information System (MIS) for youth with behavioral health needs, mental health, substance use, and intellectual and developmental disabilities. The CSA will establish a single point of entry for service delivery 24 hours per day, 7 days per week, manage care coordination, utilization management, quality management, outcomes management, and maintain a web-based electronic behavioral health information system supporting approximately 25,000 users across 21 counties. Key deliverables include a call center with intake and customer service capabilities, care coordination services for approximately 67,000 youth annually, MIS development and maintenance, training and orientation programs, and compliance with state and federal reporting guidelines. The optional pre-bid conference is scheduled for June 8, 2026 at 10:00 AM, with electronic questions due by June 23, 2026 at 2:00 PM. Quote submissions are due July 16, 2026 at 2:00 PM through the NJSTART eProcurement system. The contract term is five years with potential extension options, commencing upon notification of award with a 180-day maximum mobilization period.
The State intends to award a single contract to the responsible bidder whose quote is most advantageous considering price and other factors. The solicitation includes a Small Business and Disabled Veteran-Owned Business Subcontracting Set-Aside requiring good faith efforts to solicit qualified subcontractors. Pricing must be submitted on the state-supplied price sheet with firm fixed monthly prices for eleven line items covering administrative fees, call center and customer service functions, MIS/IT operations, counselor and care coordination functions, medical eligibility management, fiscal management, website services, training and training materials, and performance improvement services for all five contract years. No specific contract amount is stated, though the solicitation references expiring contract information available on NJSTART for reference purposes only. The contractor must maintain an office within 40 miles of the DCF Division of CSOC's Central Office in Trenton, New Jersey, and comply with comprehensive data security requirements, insurance provisions including professional liability and cyber breach insurance, annual financial audits performed by a New Jersey CPA, annual IT security reviews, and operational audits every three years. The contractor will manage Medicaid eligibility coordination, third-party liability processing, prior authorization functions, and interface with multiple state systems including the New Jersey Medicaid Management Information System and state fiscal agent systems.

1.2.1 MISSION
The mission of DCF’s CSOC is to offer comprehensive behavioral health services and supports for Children and Young Adults up to age 21 with emotional and/or behavioral challenges, Substance Use, and/or Intellectual and Developmental Disabilities. CSOC provides Children, Young Adults, and their families/caregivers with timely Wraparound services and related supports aligned with individual and family strengths and needs with the appropriate intensity and duration of services.
DCF’s CSOC is also focused on the accessibility and appropriateness of services delivered to Youth who are involved in New Jersey’s Child welfare system. Being responsive to both the families of Youth (e.g., birth, resource [foster], kinship, guardian, and adoptive, etc.) involved with the Division of Child Protection and Permanency (DCP&P), as well as the professionals serving these families, is a priority for CSOC.
The goal of DCF’s CSOC is to enable Youth to remain at home, in school, and within their community. Therefore, through an organized Statewide system of care approach, DCF is committed to providing services that adhere to the DCF Quality Standards (please refer to Bid Solicitation T1932 Exhibit A, DCF Provider Quality Standards) and are:
A. Clinically indicated and accessible;
B. Focused on prevention and early intervention;
C. Individualized, reflecting a continuum of services and/or support, both formal and informal, based on the unique strengths and needs of each Youth and their family and caregivers;
D. Provided in the least restrictive, most natural setting to meet the needs of the Youth and their family and caregivers;
E. Youth and family-guided, with Youth and families engaged as active participants at all levels of planning, organization, and service delivery;
F. Community-based, coordinated, and integrated with the focus of having services, decision-making responsibility, and management resting at the community level;
G. Responsive with agencies, programs, services, and supports that are communicated to Children, Young Adults, and families in their preferred method/medium so that understanding is ensured.
H. Respectful and protective of the rights of Youth and their family/caregivers;
I. Collaborative across Child-serving systems, involving mental health, Substance Use, Intellectual and Developmental Disabilities, Child protection, Juvenile Justice, education, and other system partners responsible for providing services and support to the target populations; and J. As such, there are key functions that remain the responsibility of DCF’s CSOC, including, but not limited to, network development, Provider contracting and performance, and outcome standards. As a partner to DCF’s CSOC, the CSA provides administrative support and is encouraged to offer recommendations for improvements to the delivery of services which may be implemented with the approval of DCF’s CSOC.
The CSA performs a broad range of administrative service functions including, but not limited to, the following:
A. Providing a Call Center with 24-hour/7-day intake and Customer Service capability (see Table 1);
B. Providing a web-based application that is Americans with Disabilities Act (ADA) compliant and mobile friendly;
C. Managing care, which includes UM, OM, and Care Coordination;
D. Coordinating access to services for all Youth, including facilitating access to specialized services for Youth involved with the DCP&P;
E. Coordinating TPL and medical coverages;
F. Supporting the Intellectual and Developmental Disability eligibility application process;
G. Data management and Business Intelligence capabilities that grant real-time access to Youth, Provider, and statewide MIS data, including:

2. Standardized performance and Outcomes reports;
3. Ad hoc reporting capabilities;
4. Data governance functions;
5. Compliance with State and federal reporting guidelines;
H. Quality Management processes;

At a minimum, the MIS includes the implementation of a common electronic behavioral health information system, as well as the development and implementation of other Information Technology (IT) functionalities that allow for the electronic storage and sharing of specified information and multiple reporting capabilities. The individual electronic record provides access to the DCF’s CSOC service continuum and clinical Outcomes, provides the capability to track and monitor Care Plans, monitor costs, and addresses the ongoing needs of Youth and their family/caregivers. 1.2.5.1 CSA’S MIS AUTHORIZED USERS
The CSA’s MIS is a web-based platform that allows users real-time access to information about Youth. CYBER supports over 20,000 users across all 21 counties in the State; as well as out-of-state Providers who are treating New Jersey’s Youth. Authorized users include, but are not limited to:
A. DCF staff from the CSOC, DCP&P, DCF Business Office, OOM, DCF Fiscal Office, DCF Office of Analytics and Systems Improvement (ASI), and DCF Office of Information Technology (IT Office);

The CSA’s MIS interfaces with NJMMIS for Medicaid to send PA records which are created and sent by batch process via a secure line two (2) times weekly.
The CSA’s MIS interfaces with OIT via Secure File Transfer Protocol (SFTP) to update OIT’s eligibility records. Using the file transfer tool MOVEit, special program update files are sent monthly, with daily updates.
In addition, the CSA updates its MIS and corrects PA records that have been accepted by the Fiscal Agent but contain errors. The corrections and updates are manually completed by the CSA’s staff via the NJMMIS on a designated computer in the Medicaid State Monitoring Unit (SMU). This is an arrangement coordinated by the State and the Fiscal Agent.
The CSA’s MIS interfaces with the Rutgers School of Social Work via SFTP used for third party reporting such as the New Jersey Child Welfare Data Hub.
It is anticipated that the CSA’s MIS will interface with DCF for use with an Enterprise Data Warehouse (EDW) and other future databases used for reporting.
