About this file
This document is Bid Amendment #3 for Bid Solicitation #25DPP01117, issued by the New Jersey Department of the Treasury's Division of Purchase and Property for a Tobacco Cessation Counseling contract. The bid solicitation seeks a contractor to operate a comprehensive telephone-based tobacco cessation counseling service using a Computer-Assisted Telephone Interview (CATI) system. The contractor will maintain a toll-free number (866-NJ STOPS), provide multilingual counseling support, conduct client intakes, offer up to five counseling sessions per client, and distribute nicotine replacement therapy patches. The quote submission deadline has been revised to Friday, May 16, 2025, at 2:00 p.m. Eastern Time, with the contract anticipated to be a three-year base term potentially extendable for two additional years.
The bid amendment includes detailed clarifications on submission requirements, including mandatory electronic quote submissions through NJSTART, specific documentation guidelines, and requirements for security questionnaires. The state will only offer price lines for nicotine replacement therapy patches and requires bidders to submit anticipated intake questions. Evaluation will focus on technical approach and understanding of project requirements, with the contract designated as a set-aside encouraging partnerships with small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Bidders must complete a comprehensive information security questionnaire addressing 30 control areas and provide supporting documentation. The pricing model is unit-cost based, with vendors required to provide firm, fixed pricing for each contract year, and the state making no guarantees of specific work volumes.
