Section Reference Question (Bolded) and Answer
1.1 Purpose and Intent
and 7.2 Final Blanket P.O. Award
Q: When submitting to be an approved vendor, does the vendor need to be able to service the entire State or can the vendor elect to bid on select counties?
A: This procurement is intended to result in statewide awards and is not structured geographically. As such Vendors {Contractors} must be able to service the entire State. As per Bid Solicitation Section 1.1 Purpose and Intent, (emphasis added in bold):
“The State intends to award a Statewide Blanket P.O. to each responsive Vendor {Bidder} who submits a Quote that meets the category definition and requirements of the Bid Solicitation in accordance with Section 6.6 of this Bid Solicitation.”
In addition, as per Bid Solicitation 7.2 Final Blanket P.O. Award(emphasis added in bold):
“Blanket P.O. awards will be made with reasonable promptness by written notice to those responsible Vendors {Bidders}, whose Quotes, conforming to this Bid Solicitation, are most advantageous to the State, price, and other factors considered. Any or all Quotes may be rejected when the State Treasurer or the Director determines that it is in the public interest to do so.
The State intends to award a Statewide Blanket P.O. to each responsive Vendor {Bidder} who submits a Quote that meets the category definition and requirements of the Bid Solicitation.”
Please refer to the Revised Bid Solicitation titled “T0097 20DPP00484 Revised Bid Solicitation 6.2.20”.
4.4.5.2 State Supplied Price Sheet Instruction
Q: Does pricing have to be uniform across the entire state? If not, can pricing be differentiated by county?
A: The firm, fixed percentage (%) discount or markup amounts offered for each price line by the Vendor {Bidder} that is applied to the Vendor’s {Bidder’s} product price list, shall be applicable to all Using Agencies, regardless of location. The structure of the price list is at the Vendor’s {Bidder’s} discretion.
As per Bid Solicitation Section 4.4.5.2, State-Supplied Price Sheet Instructions, Step 2:
“The Vendor {Bidder} shall insert a firm, fixed percentage (%) discount or markup from the product price list, by entering the percentage discount or markup bid in the "Percentage (%) Discount (-) or Markup (+)” column on each price line for which a Quote is submitted on the State-Supplied Price Sheet. A Vendor’s {Bidder's} entry in the "Percentage (%) Discount (-) or Markup (+)” column shall be considered a percentage (%). For example, entry of "50" shall be considered "50%" and that of "0.50" shall be considered "0.50%".
A Vendor’s {Bidder's} entry in the "% Discount/Markup” column shall include a plus (+) sign for markup or minus (-) sign for discount. If a Vendor {Bidder} does not include a plus (+) sign for markup or minus (-) sign for discount, the State will consider the percentage offered as a discount.
If a Vendor {Bidder} is offering its pricing at the same pricing listed on the pre-printed price list, the Vendor {Bidder} should provide 0% in the “Percentage (%) Discount (-) or Markup (+)” column on the State-Supplied Price Sheet.
If a Vendor {Bidder} leaves the "Percentage (%) Discount (-) or Markup (+)” column blank on any price line, it shall be considered that the Vendor {Bidder} provided no Quote for that price line item.”
Please refer to the Revised Bid Solicitation titled “T0097 20DPP00484 Revised Bid Solicitation 6.2.20”.
3.4 Delivery Requirements
Q: Are samples upon bulk delivery specific to certain locations and entities based on customer ask?
A: This paragraph has been deleted from Bid Solicitation Section 3.4, Delivery Requirements. Samples taken by Using Agencies at time of delivery are addressed in Bid Solicitation Section 3.7 Product Performance/Testing.
Please refer to the Revised Bid Solicitation titled “T0097 20DPP00484 Revised Bid Solicitation 6.2.20”.
4.4.5.2 State Supplied Price Sheet Instruction
and
4.4.3 Submittals
Q: Should I add product price list information to the State-Supplied Price Sheet?
A: No. Vendors {Bidders} should not alter the State-Supplied Price Sheet to include information typically provided in a product price list. Please see Bid Solicitation Section 4.4.5.2 State-Supplied Price Sheet Instructions for guidance.
Additionally, Vendors {Bidders} shall submit product price lists and/or catalogs in accordance with Bid Solicitation Section 4.4.3 Submittals as follows:
Vendors {Bidders} may refer to the QRG “Submit a Quote” for instructions detailing how to submit a NJSTART electronic Quote. QRGs are located on the NJSTART Vendor Support Page.
· Specification Conformance:
The Vendor {Bidder} shall submit with its Quote a Vendor’s {Bidder’s} certification in the form of the attachment titled “Specification Conformance Certification”, confirming that all items offered in response to this Bid Solicitation conform to the requirements set forth in Section 3.0 of this Bid Solicitation. Please see the attachment entitled “Specification Conformance Certification”.
In lieu of the above Vendor’s {Bidder’s} certification, a Vendor {Bidder} shall submit a preprinted price list or catalog for each category and brand bid. The price list and/or catalog submitted must clearly indicate the products and brands offered and the firm, fixed pricing associated with the products, such that the applicable Bid Solicitation category/price line may be determined.
The Vendor {Bidder} must submit:
· the Specification Conformance Certification or;
· a preprinted price list or catalog for each category and brand bid;
with the Quote submission as stated above. Failure to do so shall render a Vendor’s {Bidder’s} Quote non-responsive.
· Price List and/or Catalog:
In the event that the Vendor {Bidder} submits the Specification Conformance Certification with its Quote, but does not provide a preprinted price list and/or catalog with its Quote, the State will request submission of a preprinted price list and/or catalog for the category(ies) bid The applicable preprinted price list and/or catalog must be submitted to the State within three (3) business days of request. The Vendor {Contractor} is encouraged to submit its price list(s) and/or catalog(s) in the form of a CD or thumb drive in MS Excel, PDF or text format. Failure to submit the preprinted price list and/or catalog within the time frame noted above may deem the Vendor’s {Bidder’s} Quote non-responsive.
If a price list is not published, then the prices listed on the Vendor’s {Contractor’s} letterhead, dated and with authorized signature are acceptable. The letter should include the Bid Solicitation number and category/price line number.
· Volume Discounts:
The State will consider a Vendor’s {Bidder’s} volume discount for ordering; however, such discounts will not be factored in to the evaluation of the Quote. Vendors {Bidders} should submit volume discounts on company letterhead.
Please refer to the Revised Bid Solicitation titled “T0097 20DPP00484 Revised Bid Solicitation 6.2.20”.
