Section Reference Question (Bolded) and Answer
1
Section 4.4.5.2 State-Supplied Price Sheet Instruction
Q. How can a Vendor submit a variety of brands on the “T0097 20DPP00484 State Supplied Price Sheet.xlsx” for the same Category? Can I add tabs or additional rows to the Excel Price Sheet for the multiple brands I’m offering?
Note: This question has been paraphrased in the interest of readability and clarity.
A. A Vendor {Bidder} may copy the State-Supplied Supplied price sheet for each brand offered for the Price Line/Category. Bid Solicitation Section 4.4.5.2 states, in pertinent part: “A Vendor {Bidder} may bid on multiple product brands for each category. A Vendor {Bidder} should copy the State-Supplied Price Sheet and complete it for each brand bid.”
As an alternative, a Vendor {Bidder} may add tabs at the bottom of the State-Supplied Price Sheet for each additional brand offered within a given Category/Price Line (by copying the text and information from the original Price Sheet). The Vendor {Bidder} must follow all instructions and provide all required information contained within Bid Solicitation Section 4.4.5.2 for each additional brand offered. Bid Solicitation Section 4.4.5.2 has been revised to include this information.
Please refer to the Revised Bid Solicitation titled “T0097 20DPP00484 Revised Bid Solicitation 5.14.20”.

Section 1.1 Purpose and Intent and 3.1 Product Specifications
Q. Is NJDOT buying directly from this contract?
A. Please refer to Bid Solicitation Section 1.1. (Purpose and Intent), which states is pertinent part:
“This Bid Solicitation is issued by the Procurement Bureau, Division of Purchase and Property (Division), Department of the Treasury on behalf of the State Agencies, Quasi-State Entities and other Cooperative Purchasing Program participants.”
Please be advised that while the New Jersey Department of Transportation is currently utilizing the services of MANCON, LLC (Blanket P.O. #18-GNSV1-00858) available under T0388/NJDOT Parts Warehouse Management, all State Agencies may utilize any Blanket P.O.s awarded as a result of this procurement. Furthermore, this procurement is intended as a Statewide procurement for use by Cooperative Purchasing Program participants, if so extended.
Q. How is this procurement related to the current Blanket P.O. (Contract) awarded to the Vendor {Contractor} Mancon?
A. This Bid Solicitation and the subsequent Blanket P.O. awards that will be established as a result of this Bid Solicitation are completely separate from the Blanket P.O. (T3088) awarded to MANCON, LLC.
The purpose and intent of this Bid Solicitation (T0097) is to provide a variety of automotive lubricants to various State Agencies and Cooperative Purchasing Program participants, if so extended.
The Blanket P.O. awarded to MANCON, LLC (T3088) addresses the specific parts warehouse needs of the New Jersey Department of Transportation only and is not extended to other State Agencies and Cooperative Purchasing Program participants.
Q. Does the State intend to transfer the Blanket P.O. (Contract) awards from this Bid Solicitation to Mancon for direct ordering through Mancon as part of their Blanket P.O. (Contract)?
A. No.
Q. The T0097 Bid Solicitation language states that a Vendor {Bidder} is to provide a listing of the brands/products we sell. How are we to know which contract customers are buying from if both contracts could possibly have the same product?
A. As stated above, there is no correlation between this Bid Solicitation and MANCON, LLC’s Blanket P.O. (Contract). It is possible that products offered under T3088 (MANCON, LLC) to the New Jersey Department of Transportation may overlap with products awarded under T0097 to various State Agencies and Cooperative Purchasing Program participants (if so extended). With regards to the T0097 Bid Solicitation, the purpose is for a Vendor {Bidder} to offer an exhaustive list of products for a given brand that meet the Category/Price Line requirements within the Bid Solicitation.
Bid Solicitation Section 3.1 states, in pertinent part: “The Vendor {Contractor} may offer a price list/catalog that has an exhaustive list of products offering various blends/types/varieties, packaging sizes, Industry/Vehicle Manufacturer certifications, etc. and are suitable for use in various applications, for each category identified….”
