About this file

This document is a bid amendment for Bid Solicitation #20DPP00484 (T-0097) issued by the New Jersey Department of the Treasury Division of Purchase and Property for automotive lubricants, including motor oils, gear oils, greases, automatic transmission fluids, tractor hydraulic/transmission fluids, hydraulic oils, diesel exhaust fluids, antifreeze, and windshield washer fluids. The bid solicitation has been reformatted to allow vendors to offer price lists or catalogs based on an entire product listing within a specified category, provided the products meet the category requirements. Vendors may bid a firm, fixed percentage discount or markup off of a brand price list/catalog and are permitted to offer all products within a given brand price list/catalog that meet the category. The quote submission due date is April 15, 2020 at 2:00 p.m. Eastern Time.

The bid solicitation provides detailed instructions for vendors on how to submit pricing, including indicating a percentage discount or markup on the state-supplied price sheet. Vendors must submit a preprinted price list or catalog for each category and brand bid with their quote submission. This bid amendment includes answers to vendor questions regarding the pricing structure for the various grades of motor oils.

Section Reference Question (Bolded) and Answer

1.2.1, 3.1, 4.4.3, and 4.4.5.2

As per Section 4.4.5.2 State Supplied Price Sheet Instruction:

The line items does not designate the specific grade of oil; ie: 5w30,5w20,10w30,15w40 because each grade has different costs. Please advise!

Bid Solicitation Section 1.2.1 (Significant Bid Solicitation Changes) states (emphasis added in bold), “The Bid Solicitation has been reformatted to allow Vendors {Bidders} to offer price lists or catalogs based on an entire product listing within a specified category, provided that the products within the price list/catalog meet the category.

For example, a Vendor {Bidder} offering a Quote for Category 1 (motor oils – all types/oil extenders) may submit a price list/catalog that has an exhaustive list of motor oils and oil extenders offered by a given brand. The price list/catalog may offer varieties of synthetic oils and blends, high mileage oils and conventional oils at various grades/viscosities (example: 0W-30, 5W-20, 5W-30, 10W-30, 10W-40, 15W-40, etc.) with all types of certifications (example: API, ASTM, SAE, etc.) in various sizes (example: quarts, gallons, drums, etc.) for all applications (example: gasoline and hybrid engines, diesel engines, marine engines, etc.). The price list/catalog may offer any green/re-refined motors oils offered by the brand.

Unlike the last procurement cycle, which contained specific automotive lubricants at firm, fixed pricing, the current Bid Solicitation format permits Vendors {Bidders} to bid a firm, fixed percentage discount or markup off of a brand price list/catalog. Vendors {Bidders} are permitted to offer all products within a given brand price list/catalog that meet the category. Vendors {Bidders} are also permitted to bid any number of brands that may meet the category.”

Bid Solicitation Section 3.1 (Product Specifications) further states, in pertinent part: “The Vendor {Contractor} may offer a price list/catalog that has an exhaustive list of products offering various blends/types/varieties, packaging sizes, Industry/Vehicle Manufacturer certifications, etc. and are suitable for use in various applications, for each category identified below.”

Bid Solicitation Section 4.4.3 (Submittals) states, in pertinent part:

”The Vendor {Bidder} must submit:

· the Specification Conformance Certification or;

· a preprinted price list or catalog for each category and brand bid;

with the Quote submission as stated above. Failure to do so shall render a Vendor’s {Bidder’s} Quote non-responsive.”

· Please refer to Bid Solicitation Section 4.4.5.2 for Price Sheet instructions, specifically Step 2, which states: “

Step 2 – The Vendor {Bidder} shall insert a firm, fixed percentage (%) discount or markup from the product price list, by entering the percentage discount or markup bid in the "Percentage (%) Discount (-) or Markup (+)” column on each price line for which a Quote is submitted on the State-Supplied Price Sheet. A Vendor’s {Bidder's} entry in the "Percentage (%) Discount (-) or Markup (+)” column shall be considered a percentage (%). For example, entry of "50" shall be considered "50%" and that of "0.50" shall be considered "0.50%".

A Vendor’s {Bidder's} entry in the "% Discount/Markup” column shall include a plus (+) sign for markup or minus (-) sign for discount. If a Vendor {Bidder} does not include a plus (+) sign for markup or minus (-) sign for discount, the State will consider the percentage offered as a discount.

If a Vendor {Bidder} leaves the "Percentage (%) Discount (-) or Markup (+)” column blank on any price line, it shall be considered that the Vendor {Bidder} provided no Quote for that price line item.”
