About this file

This Supplemental Bidder Attestation form is required by the Rhode Island Division of Purchases under R.I. Gen. Laws 37-2-13.1(b) for the statewide school food services program solicitation (MPA 421) administered by the Rhode Island Department of Education. The attestation requires vendors and their parent corporations, subsidiaries, affiliates, and subcontractors to certify that they have no conflicts of interest as defined in Chapter 14 of Title 36 with any state official, officer, or agency involved in the RFP process, and that they have not materially participated in or been consulted regarding the technical requirements or formation of the solicitation. Vendors must submit proposals electronically through Ocean State Procures by March 27, 2026 at 2:00 PM EDT, with vendor questions accepted through March 11, 2026 at 2:00 PM EDT. The initial contract term begins approximately July 1, 2026 for one year, with options for up to four additional 12-month renewal periods at the state's discretion, requiring written notice at least 90 days prior to each renewal year.

The attestation clarifies that simply being a current or past state vendor does not automatically constitute a conflict of interest requiring vendor preclusion, and that formal responses to prior Requests for Information do not disqualify vendors from participating in subsequent RFPs. The form requires an authorized signatory to certify that all information provided is accurate and that they hold authority to execute the attestation on behalf of their organization. The Supplemental Bidder Attestation must be completed and submitted as part of the required proposal components, which include a Vendor Certification Form questionnaire, technical proposal, MBE Participation Acknowledgment Form, and separate cost proposal. The program requires Minority Business Enterprise and Women Business Enterprise participation in accordance with Rhode Island law, with an MBE Utilization Plan to be submitted upon award issuance.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the

State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
