About this file

This Q&A Addendum document relates to a Request for Proposal issued by the State of Rhode Island Department of Education (RIDE) for Master Price Agreement (MPA) 421, a statewide school food services program. The program seeks qualified vendors to provide comprehensive school food services administration and support at both state and School Food Authority (SFA) levels, with objectives to improve student nutrition and health while maximizing cost savings and operational efficiency. The solicitation (RFPM26006396) opened February 27, 2026, with vendor questions accepted through March 11, 2026 at 2:00 PM EDT and proposals due March 27, 2026 at 2:00 PM EDT. The initial contract term begins approximately July 1, 2026, for one year with options for up to four additional 12-month renewal periods at RIDE's discretion, requiring written notice at least 90 days prior to each renewal year. The program has operated continuously since 2007, indicating established operational infrastructure.

One key issue raised during the Q&A period concerns performance bond requirements, as the RFP indicates no performance bond is required; however, the sample contract specifies a 10% performance bond for the first year. A vendor questioned whether this requirement would apply to all participating school districts and requested a projected total contract value estimate to assess the scale of the bonding requirement. The solicitation requires submission through Ocean State Procures (www.ridop.ri.gov) and includes Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation requirements under Rhode Island law. All awarded vendors are subject to a 0.33% contract administrative fee withheld from invoices and must maintain comprehensive insurance coverage including general liability ($1,000,000), workers' compensation, automobile liability ($1,000,000), liability insurance for work with vulnerable populations ($1,000,000), and technology errors and omissions insurance ($5,000,000). The Master Price Agreement has statewide applicability for use by political subdivisions, municipalities, and institutions of higher education.

Performance Bonds: The RFP indicates that a performance bond is not required for this process. However, the sample contract states that a 10% performance bond is required in the first year. We assume this requirement would apply to all districts that elect to utilize the statewide agreement. Could you please provide a rough estimate of the total projected value of all participating contracts combined so bidders can better understand the potential scale of the 10% performance bond requirement?
