About this file

This Subcontractor Utilization Plan form is part of the City of St. Petersburg's Request for Qualifications (RFQ-26-090) for Geotechnical and Miscellaneous Materials, Testing and Inspection Services. The procurement solicits qualified vendors to provide comprehensive technical services including construction inspection, field inspections, laboratory services, geotechnical evaluations, construction materials testing, materials engineering services, and miscellaneous specialized testing on an as-needed basis under a multi-year architect/engineering agreement. The RFQ was released on March 4, 2026, with a question deadline of April 9, 2026, and a response deadline of April 28, 2026, at 3:00 p.m. Evaluation and shortlisting are scheduled for May 13, 2026, with interviews and selection on May 29, 2026. The initial contract term is one year with automatic renewal for successive one-year periods unless either party provides thirty days' notice, with a maximum contract duration of four years from execution.

Compensation will be structured through individual task orders on a lump sum or not-to-exceed basis with fees and costs inclusive of all out-of-pocket expenses. No specific award value or budget range is identified. The City encourages but does not mandate participation from small business enterprises (SBEs), minority-owned business enterprises (MBEs), and women-owned business enterprises (WBEs). The Subcontractor Utilization Plan contains voluntary participation goals, and vendors are not required to demonstrate a minimum level of small, veteran, minority, or women business enterprise participation for award eligibility. However, vendors must submit a comprehensive Supplier Diversity and Business Outreach Plan documenting efforts to engage diverse business vendors and past performance with small business subcontractors within the past five years. Projects may be funded by the City of St. Petersburg, the Southwest Florida Water Management District (SWFWMD), the Florida Department of Environmental Protection (FDEP), the U.S. Environmental Protection Agency (USEPA), or other agencies, with projects funded by non-City sources requiring compliance with respective funding agency requirements.

Subcontractor Utilization Plan

Project ID:

Contractor Name:

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
