Statement of Qualifications for RFQ No. 8168
This is a Statement of Qualifications submitted by S&ME, Inc. in response to the City of St. Petersburg's Request for Qualifications No. 8168 for Consulting Services in Geotechnical and Miscellaneous Materials Testing and Inspection Services. The submittal was made on November 9, 2021, by Philip J. Erbland, PE, Senior Geotechnical Engineer and Project Manager at S&ME, Inc., with support from subcontractors AREHNA Engineering, Inc. (a certified Minority Business Enterprise and Small Business Enterprise) and Ambient Technologies, Inc. (a certified Minority Business Enterprise and Small Business Enterprise). The scope of services encompasses geotechnical engineering investigations, environmental site assessments, construction materials testing, special threshold inspections, field density testing, concrete and asphalt testing, soil boring and sampling, pavement core sampling, percolation testing, and related miscellaneous materials engineering services provided on an as-needed continuing services basis. The contract is structured as a multi-year agreement with automatic renewal, initially set to expire on May 31, 2026, with the potential for successive one-year renewal periods. The proposed contract team includes nine key personnel from S&ME with specialized expertise in geotechnical engineering, environmental services, construction inspection, and materials testing, supplemented by two additional key personnel from AREHNA Engineering and two from Ambient Technologies.
Pricing for services is structured through individual task orders on a lump-sum or not-to-exceed basis, with fees and costs inclusive of all out-of-pocket expenses including transportation, lodging, materials, and documentation. S&ME demonstrates significant relevant experience through more than 48 years of operations and a strong local presence with offices in Tampa and Orlando, Florida, enabling rapid response times of approximately 30 minutes to project sites in the St. Petersburg area. The firm maintains an in-house CMEC-accredited laboratory for materials testing and employs advanced technical capabilities including AutoCAD Civil 3D, ESRI ArcGIS systems, and proprietary geotechnical analysis software. S&ME emphasizes quality assurance through Senior Professional review of all work products, a formal Behavior-Based Safety program overseen by a Certified Safety Professional, and a web-based field reporting system (Metafield) for streamlined documentation and compliance with Florida Building Code requirements. The submittal includes ten detailed example projects demonstrating experience with municipal clients including Pinellas County, Tampa Port Authority, Hillsborough County, and Port Manatee, with project fees ranging from approximately $3,500 to $570,000. While S&ME is not itself a minority or disadvantaged business enterprise, the firm has committed to active participation by certified M/DBE subcontractors and documents over 40 Engineering Excellence Awards from the American Council of Engineering Companies within the past decade.
