About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a Geotechnical and Miscellaneous Materials, Testing and Inspection Services contract to be awarded on an as-needed basis. The form requires proposers to demonstrate their intent and efforts to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) located in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process improvement initiatives designed to reduce barriers to participation and increase utilization of small, veteran, minority, and women-owned business enterprises as subcontractors on the project.
The Subcontractor Utilization Plan contains voluntary participation goals with no mandatory minimum level of small, veteran, minority, or women business enterprise participation required for contract award eligibility. Proposers must list anticipated percentages of contract amounts and identify specific subcontractors for each category (SBE, WBE, veteran-owned, and MBE). The City of St. Petersburg encourages proactive engagement with diverse business enterprises but will not deem proposals non-responsive based on zero participation amounts, allowing flexibility for proposers while incentivizing diversity in subcontracting practices.
