About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, applicable to a procurement for one (1) Flowserve Limitorque L120-10 electric multi-turn valve actuator replacement at the North East Water Reclamation Facility. The actuator serves as a direct drop-in replacement for an existing valve operation assembly that is beyond economic repair and will restore valve actuation functionality without modification to the installed valve, mounting interface, or control architecture. The specification is for the exact Flowserve Limitorque L120-10 model only, with no substitute, alternate manufacturer, or equivalent products accepted.
The Subcontractor Utilization Plan requires proposers to demonstrate intent to engage minority, women, veteran, and small businesses in the Tampa Bay Region through outreach, education, mentorship, and process improvements. Participation goals for Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE) categories are voluntary, with proposers specifying anticipated percentages of contract amount and identifying applicable subcontractors. No minimum level of small, veteran, minority, or women business enterprise participation is required as a condition for contract award, though the City encourages proactive engagement with these business categories. Proposers will not be deemed non-responsive if the plan reflects zero participation from these business types.
