About this file

This is a Subcontractor Summary Spreadsheet template issued by the City of St. Petersburg, Florida for use in responding to solicitations. The document establishes the framework for identifying and managing subcontractors on city projects, requiring prime contractors to submit a completed worksheet with their bids that lists all intended subcontractors, their business addresses, contact information, trade classifications, and subcontract amounts. The template specifies that subcontractors may not be changed or substituted after award and the pre-construction meeting except under defined circumstances, including failure to execute contracts, lack of proper licensing, insolvency, ineligibility, poor performance, or substantial project delays. For the Anti-Gun Violence Initiative – Peer Support & Advocacy contract opportunity (RFQ No. 26-169), subcontractors may be utilized for up to 80 percent of the contract work, with a submission deadline of March 19, 2026, at 3:00 p.m.

Small business enterprise (SBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors if substituted, unless the prime contractor demonstrates that SBE requirements are being met through alternative means. The worksheet requires prime contractors to identify whether subcontractors hold SBE or minority-owned or women-owned business enterprise (MWBE) designations and to designate subcontractors as first or second tier only, unless otherwise specified in contract documents. Changes to the subcontractor list after award must be submitted in writing to the City's Contracts Compliance Manager with supporting documentation using the specified reason codes. The instructions note that restrictions on subcontracting percentage and multiple-tier subcontractors do not apply to federally-funded projects or those utilizing the Florida Department of Transportation Local Agency Program (FDOT LAP).
