About this file

This file comprises proposal requirements for a Request for Proposals (RFP) issued by the City of St. Petersburg, Florida for the Safe Futures St. Pete anti-gun violence initiative, which seeks a peer support and advocacy service provider. The program is designed to deliver community-based, survivor-centered, and trauma-informed peer support services that complement but do not duplicate services provided by the St. Petersburg Police Department. Proposals must be submitted as one continuous PDF document and should include a transmittal letter (maximum two pages), organizational experience demonstrating proven peer-to-peer support delivery, project team qualifications and technical competence, program description and design, past performance on similar contracts completed within the past three years, and a detailed line-item budget for a nine-month contract period. The proposal evaluation criteria are weighted as follows: firm experience (29%), staff qualifications and technical competence (29%), capacity and program design (19%), past performance (9%), and detailed budget (8%).

The RFP requires offerors to demonstrate experience delivering peer support, advocacy, trauma-informed services, and survivor-centered services within community-based settings, with particular emphasis on engaging individuals with lived experience as program staff, volunteers, or leaders. Key personnel resumes are limited to relevant work completed within the past ten years and should not exceed two pages per individual. Offerors must identify all key staff, subcontractors, and partner organizations and provide an organizational chart detailing reporting relationships. Allowable expenses include staff salaries or stipends, benefits, training and certification costs, program supplies, transportation assistance for participants, and limited administrative and reporting costs. The budget must clearly demonstrate cost-effectiveness and reasonable stewardship of public funds while aligning with the proposed scope of work over the nine-month contract period.
