About this file

This is a Subcontractor Utilization Plan form for a state and local contract opportunity administered by the City of Tampa Bay in Florida related to the Anti-Gun Violence Initiative – Peer Support & Advocacy program (Safe Futures St. Pete). The form requires proposers to demonstrate their intent and efforts to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) in the Tampa Bay Region. Proposers must describe their specific efforts in reducing barriers to participation by these business categories, including outreach activities, educational initiatives, mentorship programs, and process improvements designed to increase diverse business participation on the contract.

The subcontractor utilization goals for small, veteran, minority, and women-owned businesses are voluntary, and proposers are not required to achieve any minimum participation level to be considered responsive or eligible for contract award. The City encourages proactive engagement with small, veteran, minority, and women business enterprises but does not impose mandatory set-asides or participation thresholds. Proposers must identify anticipated percentages of contract amounts and specific subcontractors in each applicable business category on the form, though submission of a plan with zero diverse business participation will not result in proposal rejection.
