About this file
This evaluation criteria document pertains to the City of St. Petersburg's Anti-Gun Violence Initiative procurement, specifically the Safe Futures St. Pete program, which seeks qualified organizations to deliver peer-to-peer support and advocacy services. The program is designed as a public health and healing-centered initiative that complements existing services provided by the St. Petersburg Police Department without involving law enforcement or investigative activities. Proposals will be evaluated based on eight weighted criteria categories, with specific emphasis on demonstrating proven experience in peer-to-peer support service delivery and the technical competence of the executing agency and staff.
The evaluation framework allocates the majority of points to organizational experience and capability, with experience in peer-to-peer support and advocacy services weighted at 29 percent (29 points), agency qualification and technical competence at 29 percent (29 points), and capacity to accomplish work with demonstrated outcomes at 19 percent (19 points). Past performance on similar contracts accounts for 9 percent (9 points), while a detailed budget submission comprises 8 percent (8 points). The remaining 6 percent is distributed among City of St. Petersburg small business enterprise, minority-owned business enterprise, and women-owned business enterprise certifications, each weighted at 2 percent (2 points) respectively. This scoring structure emphasizes the importance of organizational capabilities and experience over cost considerations in the selection process.
