About this file

This is a Subcontractor Summary Spreadsheet instruction document provided by the City of St. Petersburg, Florida, designed to accompany bid submissions for municipal projects. The worksheet requires prime contractors to disclose all intended subcontractors, including their names, business addresses, contact information, trade classifications, and subcontract amounts. The document establishes that subcontractors may not be substituted after contract award and the pre-construction meeting without written approval from the Procurement & Supply Management department, except under specific circumstances including failure to execute contracts, lack of appropriate licensure, bankruptcy or insolvency, ineligibility to perform work, failure or refusal to perform, substantially unsatisfactory work performance, or substantial delays in project progress. The worksheet tracks additions and deletions of subcontractors with corresponding reason codes and requires approval documentation with dates and city approver signatures.

The instructions specify that restrictions on subcontracting percentages and multiple-tier subcontractors do not apply to FDOT LAP or federally funded projects, though only first and second tier subcontractors are generally permitted. For projects with Small Business Enterprise (SBE) or Minority and Women-Owned Business Enterprise (MWBE) requirements, any SBE subcontractor used to meet percentage goals must be replaced with another SBE subcontractor if substituted, unless the prime contractor demonstrates compliance through alternative means. The worksheet is mandatory for all bid submissions and must clearly identify whether subcontractors will be used or include a written statement indicating no subcontractors will be employed on the project. All changes to the subcontractor list following contract award must be submitted in writing to Stephanie.Swinson@stpete.org for review and approval.
