About this file
This is a Subcontractor Summary Spreadsheet template provided by the City of St. Petersburg, Florida for use in bidding on municipal contracts. The document serves as an instruction guide and worksheet for prime contractors to disclose all intended subcontractors and document any changes to subcontractor participation throughout the project lifecycle. Prime contractors are required to complete and submit this worksheet with their bid proposals, listing each subcontractor's legal name, business address, contact information, business classification, contract amount, and tier level (first or second tier only, unless otherwise specified in contract documents). Subcontractors may not be substituted or changed after contract award and the pre-construction meeting except under seven specifically defined circumstances, including subcontractor failure to execute agreements, lack of appropriate licensing, insolvency, ineligibility, performance failures, substantial unsatisfactory work, or substantial project delays.
The spreadsheet includes fields for calculating the total subcontract amount against the allowable percentage of work that may be subcontracted, which varies by project and is referenced in the specific contract's scope of work and instructions to bidders. Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet set-aside percentage requirements must be replaced with similarly certified firms if substitution becomes necessary. Changes to the approved subcontractor list must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org, with documentation of the applicable reason code justifying the change. The worksheet notes that restrictions on subcontracting percentages and multiple-tier subcontractor limitations do not apply to FDOT LAP or federally funded projects.
