About this file

This is a Subcontractor Summary Worksheet instruction document from the City of St. Petersburg, Florida, for use in bidding on a Crane and Crane Equipment Inspections and Repairs project. The worksheet must be completed and submitted with all bids and requires prime contractors to identify all intended subcontractors, including their legal names, business addresses, contact information, and the specific trades or services they will perform. The document specifies that up to 80 percent of the contract work may be subcontracted and that only first and second tier subcontractors are permitted unless otherwise noted in the contract documents. All subcontractors must be listed with their subcontract amounts prior to contract award, and changes to the subcontractor list are restricted after the pre-construction meeting.

Subcontractor substitutions are permitted only under specific circumstances, including contractor failure to execute a written contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, unsatisfactory work quality, or substantial delays to project progress. Small Business Enterprise (SBE) and Minority/Women Business Enterprise (MWBE) subcontractors used to meet percentage requirements must be replaced with other SBE or MWBE subcontractors if substituted. All requests for subcontractor changes must be submitted in writing to the City of St. Petersburg's Procurement and Supply Management office, Contracts Compliance Manager. Restrictions on subcontracting percentage and multiple-tier subcontractors do not apply to Federal Department of Transportation Local Agency Program or federally funded projects.
