About this file
This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg, Florida, for use in conjunction with general contracting opportunities. The document serves as a mandatory worksheet that must be completed and submitted with all bids and establishes the framework for subcontractor management throughout the contract period. Prime contractors are required to identify all intended subcontractors, including their legal names, business addresses, contact information, and the specific trade classifications for which they will be responsible. The worksheet captures subcontract amounts and designates whether subcontractors operate as first or second-tier entities, with only these two tiers permitted unless otherwise specified in contract documents. The City of St. Petersburg allows subcontracting up to a specified percentage of the total contract value, with restrictions on changes to the approved subcontractor list once a prime contractor is awarded and the pre-construction meeting is held.
Subcontractor substitutions are permitted only under specific circumstances including failure to execute contracts at specified prices, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform the subcontract, substantially unsatisfactory work performance, or substantial delays to project progress. All requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management department. For projects with Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) subcontractor requirements, replacement subcontractors must maintain the same certification status unless the prime contractor demonstrates compliance through alternative means. The worksheet includes tracking mechanisms for additions and deletions with corresponding reason codes, city approver signatures, and dates, ensuring transparent documentation of subcontractor management decisions throughout contract execution.
