About this file

This is a Subcontractor Summary Spreadsheet for a City of St. Petersburg shelter bid, establishing guidelines and procedures for the use of subcontractors on municipal projects. The worksheet must be completed and submitted with all bids and serves as the official record for tracking subcontractor information, including the subcontractor's legal name, business address, contact person, trade classifications, and subcontract amounts. For this particular shelter project, up to 80 percent of the contract work may be subcontracted. The document permits only first and second tier subcontractors unless otherwise noted in contract documents, and includes provisions for tracking additions and deletions with corresponding reason codes based on specific circumstances such as licensing issues, financial insolvency, performance failures, or project delays.

Subcontractors may not be changed or substituted after the prime contractor is awarded and the pre-construction meeting is held, except under seven defined conditions including failure to execute a contract at the specified price, lack of appropriate licensing, bankruptcy, ineligibility, performance refusal, unsatisfactory work quality, or substantial project disruption. Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) subcontractors used to meet SBE percentage requirements must be replaced with another SBE subcontractor if substitution becomes necessary, unless the prime contractor demonstrates SBE requirements are being met through alternative means. All requests for subcontractor changes must be submitted in writing to the City's Procurement & Supply Management department. Restrictions on subcontracting percentages and multiple-tier subcontractor use do not apply to FDOT LAP or federally funded projects.
