About this file
This document outlines stipulations for the redevelopment of wildlife water catchments in Game Management Unit (GMU) 13A, involving two specific sites: AGFD # 758 'Hurricane Cliffs' and BLM # 9716 'Saltbush'. The project is a collaborative effort between the Arizona Game and Fish Department (AGFD) and the Bureau of Land Management (BLM), with detailed requirements for a contractor undertaking site improvements.
The contract specifies that the contractor will provide 224 bags of 60# 4000 P.S.I. bagged concrete per site, along with hydraulic cement, PVC primer and glue, pipe thread tape, pipe sealant, and welding rod. AGFD will supply all tanks, tank parts, wildlife troughs, plumbing components, apron materials, and fencing. The project involves precise installation requirements, including specific depths for fence and support structure posts, with alternatives for solid rock encounters. Key stipulations include strict adherence to existing road access, limited equipment movement, proper debris disposal, compliance with federal and state regulations, and a final inspection by AGFD before payment is authorized.

Stipulations for the Redevelopment of Wildlife Water Catchments AGFD #
758 ‘Hurricane Cliffs’ and BLM # 9716 ‘Saltbush’ in GMU 13A
Access to project sites is by existing roads only.
No vehicles/equipment allowed 10’ outside of existing perimeter fence lines.
Only trees and shrubs within the project sites identified by a representative from the
Arizona Game and Fish Department (AGFD) can be removed.
In the event of any game cameras being present at the sites, contact AGFD immediately for instructions with how to proceed.
All construction debris will be disposed of by the contractor at their cost, at an appropriate landfill or recycling center – no burying construction debris on project sites or leaving it on the ground. Do not burn concrete bags on site.
AGFD will supply all tanks and tank parts, wildlife trough and trough parts, all connective plumbing and associated plumbing parts, all apron materials including gutter and gutter basket, and fence and substructure pipe for both projects.
Contractor supplies 224 bags of 60# 4000 P.S.I. bagged concrete per site, hydraulic cement (if needed), all PVC primer and glue, pipe thread tape and pipe sealant, and welding rod.
All new perimeter fence posts have to be 18” deep from existing grade. If solid rock is encountered, a 2” hole drilled 12” deep into the rock will suffice, using hydraulic cement as the bonding medium.
All apron support structure posts have to be 24” deep from tank floor grade. If solid rock is encountered, a 2” hole drilled 12” deep into the rock will suffice, using hydraulic cement as the bonding medium.
An inspection will be conducted by AGFD when all of the connective plumbing has been installed and charged with water between the tanks and the trough. Plumbing will remain uncovered until that inspection takes place.
All spoils/overburden need to be dispersed and contoured to match existing site grades.
Federal NEPA, OSHA and state laws, including AGFD policies and rules, need to be adhered to at all times.
Contractor is responsible to adhere to all NWS Red Flag Warnings where a project is occurring, along with adherence to AGFD Hot Works Policy D4.9.
All work must cease and the AGFD contacted immediately if any artifacts or other objects of an historical nature are uncovered
At the completion of each project, all vehicle/equipment tracks and ruts on the project site are to completely filled-in and raked out.
Payment will be made only after a final inspection is conducted by AGFD, and all of the above listed stipulations have been followed.
