About this file

This is a Software Distribution Agreement for the Synthetic Training Environment - Information Systems (STE-IS), a Controlled Unclassified Information (CUI) software product developed and maintained by the U.S. Army Capability Program Executive Simulation, Training, Test, and Threat (CPE ST3) and Project Manager for Common Synthetic Environment (PdM CSE). The agreement governs the distribution and use of STE-IS software exclusively to U.S. Government agencies and their authorized contractors for administrative or operational purposes.

The agreement establishes comprehensive terms and conditions requiring recipients to use the software only as stated in their approved request, prohibiting commercial use, re-distribution, modification without approval, or posting on public websites. Recipients must handle the software in compliance with DoD security directives (DoD 5220.22M NISPOM, AR 380-5), implement specified Risk Management Framework (RMF) cybersecurity controls including access management (AC-2), authorization enforcement (AC-3), audit monitoring (AU-5), configuration management (CM-5), and security updates (SI-2, SI-4, SI-6), and report security incidents to designated government officials within five business days. The agreement prohibits release to Foreign Owned, Controlled, or Influenced (FOCI) contractors without State Department approval documentation and to foreign nationals without prior foreign disclosure approval. Recipients who modify the source code must provide the government Unlimited Rights to all modifications and enhancements per DFARS 252.227-7014, and must return or destroy all software upon contract completion. The request form requires specification of intended use, supported simulation communities and Army Cross-Functional Teams, recipient organization details, and government sponsor certification for contractor requests, with technical review and release approval required for pre-release requests.
