a. The existing unused exterior wall openings on floors 1, 2, 3, 4 and 5 will be infilled and sealed, as they are a source of water intrusion and infiltration.

b. The existing roof guardrail will be replaced and updated to meet the current OSHA standards for fall protection.

c. FAA-TSOG will remove and reinstall the Grounding and Lightning protection system at the roof level per FAA-Std 019f and in coordination with the guardrail replacement.

d. FAA-SSC will coordinate with the Contractor regarding BUEC antenna relocation and the removal of abandoned/unused communication and electrical items as described below.

e. Some of the inoperable wall exhaust fans will be replaced to provide the minimum required ventilation for the building.

f. Remove four abandoned tripod dish support stanchions from roof and seal roof membrane.

g. Remove steel platform, canopy and caged ladder from the NW exterior wall.

h. Repair concrete surface defects and remediate asbestos caulking/backer rod at the exterior of the ARSR tower.

2. DEFICIENCIES: Existing architectural deficiencies relative to the project description are as follows:

a. Unused exterior wall openings on floors 1, 2, 3, 4 and 5 with defective weather hoods are a source of infiltration and water intrusion.

b. The building does not have the required minimum ventilation to prevent possible build-up of toxic gases; inoperable exhaust fans.

c. The existing roof guardrail is in poor condition, corroded and is not compliant with the current

OSHA standards for fall protection.

d. Exterior repairs needed due to spalling concrete and deteriorated caulking at expansion joints.

e. Abandoned miscellaneous items need to be removed from roof and exterior walls.

3. SEAL BUILDING ENVELOPE & REPAIR EXTERIOR DEFECTS

a. The existing unused exterior wall openings will be infilled with CMU block secured to the existing steel channels that frame the openings using Nelson studs. Associated asbestos containing drywall joint compound will be removed. Associated exterior louvers and vent hoods/canopies and anchors will be removed and repair resulting concrete damage.

Associated unused air handlers will have their intake duct section removed. Remaining ductwork will be blanked off using sheet metal. A stainless steel exterior drip edge will be installed above each sealed opening to protect the existing steel channels from corrosion. The exterior of all infilled openings will be parged to match the color and texture of the existing concrete wall.

1) For openings where GWB exists, the infill will be covered with rigid board insulation, furred, and then covered with GWB. Finishes will match the existing interior.

2) For openings where exposed CMU/concrete interior finish exists, the infill will consist of 10” CMU with the interior parged and finished to match the existing interior.

3) If a grounding wire passes through the existing opening, it will need to be routed through 1” PVC conduit and sealed.

b. The existing exterior openings to be sealed include:

1) Southeast Elevation:

• First Floor: 26”x26”, 40”x24” and 48”x24”

• Second Floor: 24”x24” and 118”x 48”

• Third Floor: 42”x36”

• Fourth Floor: 23”x22”and 23”x22”

• Fifth Floor: 23”x22”

2) Southwest Elevation:

• Second Floor: 77”x35”

3) Northeast Elevation:

• Third Floor: 42”x36” (partial closure)

• Fifth Floor: 82”x32”

4) Northwest Elevation:

• Third Floor: 42”x36”

• Fourth Floor: 29”x24” and 18”x12” and 12”x24” (existing CMU infilled - exterior parge coat only)

• Fifth Floor: 23”x22”, 23”x22”.

c. Three existing inoperable 24”x24” wall exhaust fans will be replaced in kind on the 1st, 2nd and 3rd floors to provide the code required minimum ventilation for the building. During warm weather conditions, thermostat in automatic mode, will cycle exhaust fan operation. Fans may be operated manually as needed for continuous ventilation when necessary. Fan existing electrical sources will be reused.

d. From visual inspection the FAA has established a baseline of 960 sq.ft. of concrete surface defects at the exterior of the ARSR tower. Repair visible exterior concrete defects including spalling and rebar pop-outs. Provide sounding practices as necessary to identify additional concrete defects that are to be repaired on a unit cost basis.

e. Existing vertical expansion joint caulking w/backer rod at the exterior contains asbestos to be abated and replaced with new caulking w/backer rod. Vertical joints at the sides of each of twelve pilasters measuring approximately 90 lineal feet in height for a total of 2,160 lineal ft. of joint remediation.

1. PERIMETER ROOF GUARDRAIL UPGRADE & MISCELLANEOUS ITEMS

a. The existing 250 ft. length of non-compliant roof guardrail will be replaced with a new compliant guardrail system that does not penetrate the roof membrane.
