STATEMENT OF WORK

CENTRAL COMMAND

763 ERS UPS INSTALL PROJECT

SECTION 1 - GENERAL INFORMATION

1.1 UPS Install Project: Installation of Uninterrupted Power Supply (UPS) Systems at Buildings B5506 and B5507, Al Udeid Air Base, Qatar.

1.2 Background: This project will provide reliable power protection to critical equipment in buildings B5506 and B5507 at Al Udeid Air Base. The Contractor will be responsible for the design, procurement, installation, testing, and commissioning of new UPS systems, including all associated electrical work, in accordance with this SOW and all applicable regulations and standards.

1.3 Scope of Work: The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, and services necessary to complete the following:

• Design: Develop a detailed UPS system design for buildings B5506 and B5507, including load calculations, equipment specifications, single-line diagrams, and compliance documentation.

• Procurement: Procure all necessary UPS system components, including but not limited to:

o UPS units o Battery banks o Bypass systems o Step-down transformers (240V to 110/120V) o Power distribution equipment o Cabling and conduit

• Installation: Install the new UPS systems in accordance with the approved design, manufacturer specifications, and all applicable codes and standards. This includes:

o Mounting and connecting UPS units and battery banks.

o Installing bypass systems and step-down transformers.

o Running new power cable runs as required.

o Labeling all circuits, conduits, utility boxes, and panels.

• Testing and Commissioning: Perform comprehensive testing of the installed UPS systems, including but not limited to:

o Functional alarm tests o Burn-in tests o Start and stop tests o Battery discharge tests o Loss and return of main tests o Load transfer tests o Runtime verification tests (minimum 60 minutes at full load)

• Documentation: Provide complete and accurate documentation, including:

o As-built drawings o Test reports o Operation and maintenance manuals o Warranty information

1.4 Project Objectives: This project aims to:

• Provide a reliable and redundant power source for critical equipment in buildings B5506 and B5507.

• Ensure UPS systems fit within dimensions of rooms defined by customer. Please review attachment 3.

• Ensure a minimum of 60 minutes of backup power at full load for all connected equipment.

• Meet all applicable safety and performance standards.

• Provide comprehensive documentation and training to government personnel.

1.5 Key Personnel Requirements:

• All technicians and electricians working on this project shall be factory-certified by the UPS system manufacturer to install, test, and maintain the specified equipment.

• All personnel installing the equipment requiring access to secure areas shall possess an active US Secret Clearance.

1.6 Mission Essential Requirement: This project is designated as mission-essential. The Contractor shall comply with all applicable requirements outlined in DODI 3020.37.

SECTION 2 - GOVERNMENT FURNISHED ITEMS AND SERVICES

2.1 Government Furnished Facilities:

• The Government will provide access to buildings B5506 and B5507, including existing electrical infrastructure.

• The Government will provide standard building utilities, including electricity and water, for the duration of the project.

• The Government will provide reasonable access to restroom facilities.

2.2 Government Furnished Equipment:

• None

SECTION 3 - SPECIFIC WORK REQUIREMENTS

3.1 Building B5507:

• The Contractor shall design and install a UPS system to support the critical load requirements as detailed in Attachment 1 – B5507 Electrical Requirements.

3.2 Building B5506:

• The Contractor shall design and install a UPS system to support the critical load requirements, which are similar to but smaller than those of building B5507.

• The UPS system for B5507 shall include requiring room for expansion. UPS must carry the equipment load for 1 hour on its own (no commercial or back up generator) two (2) independent battery banks capable of carrying the load independently and allowing for concurrent maintenance.

3.3 General Requirements:

• UPS System Design:

o The Contractor shall submit a detailed UPS system design to the Contracting Officer (CO) for approval prior to procurement and installation.

o The design shall incorporate UPS units from reputable manufacturers from the following below:

Vertiv Liebert Eaton Schneider Electric, or equivalent (as approved by the TPOC) o The UPS system shall utilize Lithium-ion battery technology.

o The system shall include an automatic bypass system.

o All components shall be housed in flame-retardant enclosures that meet UL

1778 standards.

• Materials and Equipment:

o All materials and equipment shall be new, of high quality, and meet or exceed the specifications outlined in this SOW.

o The Contractor shall obtain Technical Point of Contact (TPOC) approval for all materials and equipment prior to purchase and installation.

o All materials and equipment shall comply with the latest versions of all applicable industry standards, including but not limited to those listed in Section 4 - References.

• Installation:

o The Contractor shall coordinate all work with the CO and relevant base personnel to minimize disruption to ongoing operations.

o The Contractor shall comply with all applicable safety regulations and procedures.

o The Contractor shall be responsible for the proper disposal of all waste materials generated during the project, including batteries, in accordance with all applicable environmental regulations.

• Testing:

o The Contractor shall perform all tests outlined in Section 1.3 using calibrated test equipment.

o The Contractor shall provide detailed test reports to the CO documenting the results of all tests.

• Warranty:

o The Contractor shall provide a comprehensive one (1) year warranty on all installed equipment and labor, commencing from the date of installation.

3.4 Project Submittals:

The Contractor shall submit all deliverables electronically to the CO. All submittals are due 20 calendar days prior to the commencement of the related work, unless otherwise noted.

The following submittals are required:

• Work Plan, Schedule, and Lead Times: A detailed work plan outlining all project phases, a comprehensive schedule with milestones, and a list of material lead times.

• Personnel Certifications: Certifications demonstrating that all technicians and electricians working on the project are factory-certified by the UPS system manufacturer to install, test, and maintain the specified equipment.

• Test Equipment Certifications: Certifications for all test equipment used during the project, verifying their calibration and accuracy.

• Power Outage Plan: A plan for de-energizing the UPS systems prior to the start of work, coordinated with the CO and the base Facilities representative. The plan must ensure that any power outage does not exceed 10 hours.

• Product Data: Product specifications and catalog cut sheets for all new UPS system components, submitted for CO approval prior to purchase and installation.

• Test Reports: Complete field test results and test reports demonstrating that the UPS components have been installed, adjusted, and tested according to manufacturer requirements.

• Operations & Maintenance (O&M) Manuals: Manufacturer-provided O&M manuals for all installed equipment, including troubleshooting guides, maintenance instructions, spare parts lists, and certificates of inspection (if applicable).

• Safety Data Sheets (SDS): Copies of SDS for all hazardous materials used or stored on-site, along with a list of quantities.

• Hazardous Waste Disposal Records: Copies of acceptance receipts from an EPA-approved disposal facility, verifying the proper disposal and/or recycling of hazardous materials, submitted within 5 calendar days of disposal.

3.5 Environmental, Health, and Safety Requirements:

• General Compliance: The Contractor shall comply with all applicable Federal, State, and local environmental, health, and safety regulations throughout the project. This includes, but is not limited to, regulations pertaining to water, air, soil, and noise pollution control.

• Material Management: The Contractor is responsible for the legal and environmentally sound disposal of all waste materials generated during the project, including unused materials, packaging, and hazardous waste. Disposal must be conducted in accordance with all applicable regulations, and documentation of proper disposal must be provided to the CO. Under no circumstances shall project waste be disposed of in government-owned refuse containers.

• Personal Protective Equipment (PPE): The Contractor shall provide and require all personnel on-site to wear appropriate PPE, including but not limited to safety glasses, insulating gloves, and arc flash protection, as appropriate for the tasks being performed and the potential hazards present.

• Electrical Safety: All work on energized electrical equipment shall be performed by qualified and trained personnel, following strict electrical safety procedures. Proper lockout/tagout procedures shall be implemented to isolate electrical equipment before work commences.

• Battery Handling and Disposal: The Contractor shall handle and dispose of all batteries in accordance with applicable regulations. Batteries must be recycled or disposed of through an approved hazardous waste disposal facility.

• Emergency Response: The Contractor shall be familiar with and adhere to the Coast Guard Base Seattle’s Integrated Emergency Response Plan and Contingency Plan for all hazardous material spills, fires, or medical emergencies.

SECTION 4 - REFERENCES

The Contractor shall comply with the latest versions of the following standards and codes, as applicable:

• DHS MD 11042 Safeguarding Sensitive But Unclassified Material
