Consolidated Solicitation Questions – UPS Installation
1. Technical Requirements & Scope of Work:
• UPS System Specifications:
o Question: Please specify single-phase or three-phase UPS, capacity (full load), and provide SLD. We need UPS ratings, load details, and confirmation if this includes a full data center turnkey solution (including scope). (Multiple vendors) o Action: Provide detailed UPS specifications, including phase, capacity, SLD, and load details. Clarify if the project scope encompasses a full data center turnkey solution. If applicable, provide the complete scope of work.
o Answers: New Power Modifications Required for OL15 Specifically: Install qty two
(2) new 1-phase 120 V 50/60 Hz, 20 A circuit breakers for the 91000 BAY 1 PDU Black and Grey circuit feeds. Acquire and install NEMA L5-20R receptacles and wiring for each circuit feed.
o Install qty two (2) new 1-phase 120 V 50/60 Hz, 20 A circuit breakers for the 91000 BAY 2 PDU Black and Grey circuit feeds. Acquire and install NEMA L5-20R receptacles and wiring for each circuit feed.
o Install qty one (1) new 1-phase 120 V 50/60 Hz, 15 A circuit breaker for the 91000 BAY 2 Toggle Power Strip. Acquire and install a NEMA 5-15R receptacle and wiring for each circuit feed.
o Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU3 circuit feed. Acquire and install NEMA L6-30R receptacle and wiring for each circuit feed.
o Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95100 PDU4 circuit feed. Acquire and install NEMA L6-30R receptacle and wiring for each circuit feed.
o Install qty one (1) new 208-240 V 50/60 Hz, 30 A circuit breaker for the 95200 PDU5 circuit feed. Acquire and install a NEMA L6-30R receptacle and wiring for each circuit feed.
o These are the new power modifications required please match our above requirements with the appropriate one-phase or three-phase UPS
• Site Survey:
o Question: Request permission for a site visit to Buildings B5506 & B5507 (Rooms 101 & 103 in B5507) to assess existing infrastructure, measure spaces, and identify logistical needs. (One vendor) o Action: Confirm whether site visits are permissible and, if so, outline the process for scheduling and any access requirements.
o Answers: site visits are permissible. Work with Facility Manager to schedule and access the building. DSN: 455-1152, 455-4039 currently SMSgt James Coles, but will change beginning of June
• Electrical Drawings and Load Details:
o Question: Request detailed electrical drawings and load schedules for accurate quoting, as current attachments only include telecommunication drawings.
(Multiple vendors) o Action: Provide complete electrical drawings, including load schedules, for both buildings.
o Answers: Need electrical drawings. Provided documentation for GSS system being installed.
• UPS Output and Input Confirmation:
o Question: Confirm UPS output (208V, 3 Phase (120V, 1 Phase), 50 Hz, 4 wire) and input (415V, 3 Phase, 50 Hz). (One vendor) o Action: Confirm the requested UPS output and input specifications.
o Answers: Please reference answers to question one to determine output and input requirements
• Additional Equipment and Installation Requirements:
o Question: Confirm if the offer should include: incoming power cable (with panel location), distribution boards (with schedule), conduit/wiring for PDU circuits, receptacles (L5-15R, L5-20R, L6-30R), and separate grounding for UPS. (One vendor) o Action: Clarify the inclusion or exclusion of each listed item in the vendor's scope of responsibility. Provide specific details where necessary (e.g., panel location, distribution board schedule).
o Answers: The conduit and wiring for PDU circuits is required. Please reference the L3Harris requirements document. Greg o Question: The technical requirements state that “All technicians and electricians must be factory-certified by the proposed UPS system manufacturer.” No UPS manufacturer certifies electricians from installation firms.
o Action: Would it be permissible to ensure that a certified UPS manufacturer representative is present for and performs the UPS start-up, but that the installation electricians do not need to be certified by the factory?
o Answers: Yes
2. Project Details & Documentation:
• UPS Rating and Configuration:
o Question: Please provide the required UPS rating (kVA/kW), quantities, configuration (single or parallel), input/output voltage, type (modular or standalone), battery type (VRLA or NiCad), and confirm backup time (stated as 7 minutes in the Function Performance Test document, 60 minutes elsewhere). (Multiple vendors) o Action: Provide comprehensive details on UPS rating, configuration, and specifications. Clarify any discrepancies in backup time requirements.
o Answers: The UPS rating for power should be answered in the facility document I provided. It should answer what will be needed. Back-up time should be 60 minutes.
o
• Bill of Quantities (BOQ):
o Question: Request the BOQ, if available. (Multiple vendors) o Action: Provide the BOQ or confirm if it will be made available.
• CRAC Units:
o Question: Can the vendor also design and propose CRAC units based on the provided layout? (One vendor) o Action: Clarify if proposals for CRAC units fall within the project scope.
o Answers: There are CRACs already in the facility. There is not a need for a bid on a
CRAC
3. Administrative and Process Questions:
• Vendor Requirements:
o Question: Are there mandatory vendor registration, prequalification, or security clearance requirements? (One vendor) o Action: Clarify any vendor-specific requirements or qualifications.
o Answers: Security clearance requirement preferred is SECRET
• Site Visits:
o Question: Are site visits necessary or permitted? (Multiple vendors) o Action: Provide a definitive answer regarding site visits and, if allowed, outline the process.
o Answers: Site visits allowed schedule with Facility manager see above answer for contact information
• Past Performance:
o Question: Are there specific past performance records or supporting documentation preferred for submission? (One vendor) o Action: Clarify requirements for demonstrating past performance, including specific documentation preferences.
o Answers: There is no past performance data to provide.
• Submission Format and Communication:
o Question: What is the preferred submission format and channel for ongoing communication? (One vendor) o Action: Specify the preferred submission format (e.g., electronic, hard copy) and communication channels for the project.
o Answers: Electronic email, reference above DSN phone numbers.
4. Security Clearance:
• Question: Is prior work experience at AUAB sufficient to comply with the clause requiring personnel with access to sensitive information to possess an active US Secret Clearance?
(One vendor)
• Action: Reiterate the security clearance requirements and clarify if prior work experience at AUAB supersedes the need for individual clearances.
• Answers: SECRET clearance preferred if not escort is required, and proper vetting of vendors is required.
