The contractor is required to manufacture and deliver two azimuth gearboxes in accordance with Raytheon drawing D2220940 REV C, along with associated non-recurring engineering (NRE) efforts. The scope includes completing a technical data package by reviewing and updating all existing design documentation and creating missing engineering drawings listed in Appendix 1 to establish a definitive design baseline. All data created under the contract will be provided to the Government with unlimited data rights. Performance of work will occur at the contractor's facility, with delivery to the Program Management Office at Robins Air Force Base, Georgia. The contractor must submit a Microsoft Project Integrated Master Schedule with their proposed period of performance for manufacturing, testing, and delivery.
The contractor must perform engineering management, non-recurring engineering focused on technical data package completion, and functional acceptance testing of the gearboxes. Testing requirements include pressure testing at 5 PSI for a minimum of 12 hours, a 24-hour no-load break-in performance test at 1800 RPM with direction reversals every 6 hours, and measurement of gearbox total backlash before and after break-in testing. Contract Data Requirements List deliverables include an Integrated Master Schedule (monthly), test procedures, test/inspection reports, product engineering design data, and certificates of compliance. The contractor must maintain quality assurance and configuration management programs compliant with ISO 9001, AS9100, MIL-HDBK-61B, and ANSI/EIA 649C standards. The Contractor shall manage the engineering effort needed to ensure compliance of the azimuth gearboxes with the requirements of this contract. The Contractor shall submit a Monthly Status Report detailing the https://piee.eb.mil/piee-landing progress on the program and providing an update of the IMS [CDRL A001, DI-MGMT-81650, Integrated master Schedule].
4.1.2 Non-Recurring Engineering (NRE)
To complete the technical data package (TDP) for the GLOBUS-X azimuth gearbox, the Government will provide the Contractor with all existing engineering drawings, specifications, related data, and an azimuth gearbox as GFP. The Contractor shall then perform limited Non-Recurring Engineering (NRE) to fill the gaps identified in Appendix 1. It is critical that no design changes or functional alterations are made to the
Government Furnished Information without prior written approval from the Contracting Officer. Any new drawings completed under this effort will require Government approval.
To ensure project success, the non-recurring engineering (NRE) for the azimuth gearbox shall be prioritized and completed before initiating other project phases. The Program Office’s objective is for
NRE to be completed, gearbox tested and shipped back to Robins AFB, GA as quickly and efficiently as possible. A critical component of this NRE phase is the successful completion of testing requirements 1 and 2 as specified in paragraph 4.1.3 (Testing). This initial focus on the azimuth gearbox NRE and its associated testing will mitigate risks, ensure that the component meets all necessary performance and quality standards before being returned to the government for integration into the larger system.
Upon completion, under [CDRL A004,DI-SESS-81000F, Product Engineering Design Data and
Associated Lists] the Contractor shall deliver:
1. All new or updated drawings in both PDF and native CAD/CAM/CAE formats.
2. A final report summarizing all NRE activities and deliverables.

AFLCMC/ESGS PMO. At a minimum, the CoC shall ensure conformity of the Gear Assembly to the following requirements:
1. The gearbox shall be pressure tested to 5 PSI +/- 1 PSI and maintain the pressure over a minimum of a 12-hour period. Pressure may be adjusted to account for temperature effects
2. The contractor shall perform a gearbox level No Load Break-In Performance Test. This test shall provide a motor input of 1800 RPM, sufficient to drive the gearbox. The unit shall run for 24 hours, reversing direction every 6 hours.
3. The contractor shall measure and report the gearbox total backlash from the motor shaft to the output pinion both before and after the No Load Break-In test
4.2 Contract Data Requirement List (CDRL) Review and Approval
CDRL deliverables shall be submitted directly to AFLCMC/ESGS in accordance with the CDRL. The
CDRL will determine submittal requirements. Comments on CDRLs and associated contractual deliveries will be limited to one (1) comment submission by the USG. The Contractor shall submit one (1) revised document update to address USG comments on the original CDRL submittal. The USG comment limitations do not apply to subsequent USG comments on the new/revised/updated portions of the CDRL delivery update from the Contractor.
