About this file

This is a Questions and Answers document dated 20 April 2026 addressing clarification on the Azimuth Gearbox Statement of Work (SOW) for the Globus X program. The document does not address required products, services, response dates, award dates, pricing terms, or set asides.

The sole question clarifies the contractor's responsibility regarding engineering four main housing castings (part numbers D2220941-99, D2220942-99, D2220943-99, and D2220944-99) for the GLOB-X azimuth gearbox. The questioner noted that while these drawings appear in the technical baseline, they lack dimensional details and material specifications, suggesting design engineering work is required. However, SOW Section 4.1.2 states the Government will provide all existing engineering drawings, with the contractor performing limited Non-Recurring Engineering (NRE) only to fill gaps identified in Appendix 1. Since these four part numbers are absent from Appendix 1, there was ambiguity about whether the Government was providing finished drawings or requiring contractor engineering. The Contracting Officer (Brandon A. Jones, NH-03, DAF, AFLCMC/ESGK-R Strategic Ground Sensors) clarified that drawings D2220941-99, D2220942-99, D2220943-99, and D2220944-99 are missing and will require NRE per SOW Section 4.1.2, placing the engineering responsibility on the contractor.

Questions and Answers 20 April 2026

Q: In reviewing the Azimuth Gearbox SOW for Globus X, I am needing clarification if the contractor is to engineer the four main housings (castings) for the following drawings D2220941, D2220942, D2220943 and D2220944. Each of these drawings have a component part level tab that indicate the “-99” suffix is the cast Housing. These four drawings do not provide details for the dimensional features or the material grade of the castings therefore they will require design engineering work to be completed but per section 4.1.2 (page 5) it applies that these four drawings are fully engineered and are to be used for the manufacturing of the gearboxes. Please see below statement from SOW.

4.1.2 Non-Recurring Engineering (NRE)

To complete the technical data package (TDP) for the GLOB-X azimuth gearbox, the Government will provide the Contractor with all existing engineering drawings, specifications, related data, and an azimuth gearbox as GFP. The contractor shall then perform limited Non-Recurring Engineering (NRE) to fill the gaps identified on Appendix 1.

Appendix 1 does not include part numbers D2220941-99, D2220942-99, D2220943-99, D2220944-99 therefore this implies that the Government is providing these drawings.

A: Drawings D2220941-99, D2220942-99, D2220943-99, D2220944-99 are missing and will require NRE per SOW Section 4.1.2.
