About this file
This is a Questions and Answers document for federal contract solicitation FA8507-26-R-B002, issued by the Department of the Air Force Life Cycle Management Center at Robins Air Force Base, Georgia on April 1, 2026. The procurement concerns azimuth gearbox reverse engineering and non-recurring engineering (NRE) activities.
The document addresses four key inquiries from potential contractors. Regarding destructive material analysis during reverse engineering, the Government will not permit destructive engineering of Government Furnished Property (GFP), as the Government is providing its lone spare asset to support the limited NRE effort, and design changes or functional alterations to the GFP are prohibited per Statement of Work Paragraph 4.1.2. Additionally, the Government will not provide any form of contract financing, including advanced payments, performance-based payments, or progress payments; payment will be made only upon delivery or acceptance of supplies and services. For technical documentation, the Government has made available Technical Data Package (TDP) information for the gearbox and next higher assembly. Regarding cybersecurity requirements, CMMC Level 2 is mandatory and represents the minimum requirement for handling Controlled Unclassified Information (CUI). Contractors must have current CMMC Level 2 status posted in the System for Award Management (SAM) prior to contract award; the Government cannot defer compliance to a date after award. The Contracting Officer is Brandon A. Jones, NH-03, DAF, AFLCMC/ESGK-R, Special Projects.

1 April 2026 Questions and Answers
Subject: FA8507-26-R-B002 Procurement of Azimuth Gearboxes
1. When we reverse engineer mechanical components, we have to perform material analysis which means that we have to destroy the assets. Will this be allowed on this contract effort?
The United States Government is furnishing its lone spare to support the limited NRE under this effort. In line with the Statement of Work Paragraph 4.1.2 there should be no design changes or functional alterations made to the GFP. Furthermore to mitigate risk we have included testing requirements at the conclusion of the NRE activity. With this in mind, the USG would not allow for any destructive engineering of the GFP.
*** Note: The USG acknowledges Paragaph 4.1.2 should state “Government Furnished Property” in lieu of “Government Furnished Information”. This redline will be captured at contract award.
2. When we reverse engineer mechanical components, we have to perform material analysis which means that we have to destroy the assets. Will this be allowed on this contract effort?
Notwithstanding any other provision, the Government will not provide any form of contract financing for this acquisition. Requests for advanced payments, performance-based payments, progress payments, or any other financing arrangement will not be authorized or approved under this contract. Payment by the Government shall be made only for supplies delivered or services rendered and accepted in accordance with the terms of the resulting contract.
3. Can you provide Tech Order Numbers for the gearbox and the next higher assembly?
Available TDP has been provided
4. Is CMMC II mandatory requirement? Can we agree to have a CMMC Level II in place by a certain date after a contract award.
Pursuant to R-DFARS 240.371-4 The Contracting Officer must include the CMMC Level (see 32 CFR 170.19) required by the program office or requiring activity in the solicitation provision and contract clause prescribed at 240.371.5.
Furthermore, Contracting officers must check SPRS and not award a contract, task order, or delivery order to an offeror that does not have a current CMMC status posted in SPRS at the CMMC level (see 32 CFR 170.15 through 170.18) required by the solicitation, or higher, for each CMMC UID provided by the offeror.
Level 2 is the minimum requirement for Controlled Unclassified Information (CUI).
