About this file
This is a Statement of Requirements for the procurement of a cleanroom and air handling equipment system for the Quantum Sensors Division (QSD), which is contracted by NASA to provide flight hardware for the Athena X-ray-astronomy satellite mission. The requirement is identified as NB# 687000-26-00880 and is being delivered to the National Institute of Standards and Technology (NIST) at 325 Broadway, Boulder, Colorado.
The contractor must supply an ISO Class 5-rated cleanroom system with materials and filtered air handling equipment that meets ISO 14644-1:2015 Class 6 standards with the capability to upgrade to ISO Class 5. The system must fit within an existing laboratory space measuring 23 feet wide by 47 feet long, with two distinct ceiling heights: a high bay area with 9 feet of interior space (13 feet wide by 10 feet long) and a low bay area with 7 feet of interior space (13 feet wide by 21 feet long). The design must include a 6-foot-wide by 8-foot-long gowning room in the corner of the low bay section. The cleanroom shall be a standard modular system consistent with semiconductor industry standards, constructed with ISO Class 5 materials including heavy-duty clear anodized extruded aluminum, neoprene closed-cell foam sealing, and white polypropylene, meeting ASTM E595 low outgassing standards and IEST-RPCC018.4 cleaning standards. The system must include self-supported ceiling systems utilizing integrated wall posts and support struts or trusses with no interior support columns, three doors (two 3-foot by 7-foot minimum doors in the low bay area and one 4-foot by 7-foot minimum emergency exit door in the high bay area), and fifteen linear feet of windows in the low bay walls and seventeen linear feet in the high bay walls. The air-handling system must include fan-powered HEPA filter units with prefilters, variable speed controls, UL listing, and three or more differential pressure gauges to monitor room pressure and filter pressure drop. The system must be designed for operation at 5,500 feet altitude, be compatible with NIST fire and safety systems including potential fire sprinkler penetrations, and maintain elevated pressure in the clean space and gowning room to prevent outside contaminant ingress. Power requirements shall be flexible, supporting one of four configurations utilizing no more than six 20-amp circuit breaker slots, and the system must include a minimum of seven 120-volt, 20-amp duplex receptacles, a light switch, and nine dimmable LED light fixtures with 0-10V control. All major components must pass through a hallway with a 7-foot working dimension and a perpendicular door measuring 5 feet 10.5 inches wide by 6 feet 10.5 inches tall.
The period of performance is four months after receipt of order (ARO), with early delivery possible. The contractor must demonstrate experience supplying at least three similar clean space systems with comparable requirements through appropriate documentation and must provide all new items—prototypes, one-off systems, demonstration models, used or refurbished instruments are not acceptable. A detailed quote including all materials, consumables, and expenses must be submitted with the bid, along with the installation manual, utility requirements, full system design schematics, and a diagram showing the cleanroom footprint, measurements, and wall penetrations. The contractor shall supply all parts, hardware, and equipment required, provide operation and assembly manuals at delivery containing specification data and system drawings, and furnish the installation schedule, anticipated shipment date, and status updates on a mutually agreed schedule. The delivered cleanroom system must provide an ISO Class 6 environment when constructed and installed according to manufacturer instructions, with the government conducting an airborne particle count survey to verify compliance. A one-year warranty on all parts is required. Deliverables include evidence of prior experience (due with bid), installation manual and system design schematics (due four weeks ARO), delivery schedule (due four weeks ARO), and physical delivery to NIST Boulder (due four months ARO).
