About this file
This file is a Questions and Answers (Q&A) document for RFQ NB687000-26-00880 issued by the National Institute of Standards and Technology (NIST), Acquisition Management Division in Boulder, Colorado for Cleanroom and Air Handling Equipment. The Q&A addresses 23 questions submitted by potential contractors regarding the Statement of Requirements and clarifies technical specifications for the cleanroom construction project.
Key clarifications from the Q&A include: knee walls are defined as four feet or less in height; fire suppression equipment installation is not required but contractors must provide penetration locations; the 2-foot space above the 9-foot ceiling will serve as a return air plenum; return air grills must comply with ISO Class 5 or better cleanroom standards; DOWSIL 795 sealant is acceptable despite not being officially listed on the NASA E595 database; a 1-foot clearance is required around the perimeter for return air chase plenums; door specifications are 6'x8' for main doors with 6'8" doors acceptable if equipment height does not exceed 6'4"; FFUs will not be directly ducted to HVAC but will receive conditioned air from supply ducts in the space above light fixtures; Building Management System integration is not required for differential pressure gauges; all electrical raceways must be UL-approved per NIST safety requirements; the facility has 120/208 VAC three-phase power only (not 277V); and the site is on the ground floor with existing tile flooring on concrete that will not be modified due to time constraints.

| Attachment 4- RFQ Q&A's | ||||||
| Question No. | RFQ Attachment No. | REFERENCE | QUESTION | GOVERNMENT RESPONSE | ||
| Page | Section | Para. | ||||
| 1 | 2 | statement of Requirments | First Para | Low bay and High Bay space connection with a Knee Wall: Is there additional details that can be offered? | Yes, please look at the drawings on pages 9, 12, and 13. A knee wall is any wall that is four feet or less. Even if the wall is up in the air or on the floor. | |
| 2 | 2 | statement of Requirments | Bullet Point 3 | Is government expecting contractor to provide fire suppression equipment and installation with government NIST fire and safety to complete tie into main Fire lines? | That is a possibility but not a requirement. The idea is that once the contract is awarded we will work with NIST fire and safty to locate the fire sprinklers and you, the vendor, will provide penetration locations so that we do not have to drill the holes ourselves. | |
| 3 | 2,3 | statement of Requirments | Bullet Point 4 on pg. 2; 7.a. i. | Does high and low bay anticipate a return air plenum? Is the 2' space above 9' ceiling is plenum space? | That could act as an air return plenum. However there is open space above the lights in the room. This is diagramed on page 9 of the SoR and floor plan pdf. | |
| 4 | Does the Government intend to condition the space? If so are you looking for us to design the airflow penetrations into the clean room? | point pg 3, 7.iv. Could be better written. "The clean space shall have return air grills that allow for air return fit for ISO class 5 or better cleanroom consistent with industry standards used in the semiconductor |
industry." Also see pg 5, c.ii.
| 5 | 3 | statement of requirements | 7 a. iii. 2 | ISO 14644-4 for joining walls refers to ASTM C920 to use 795 Sealant. Is government bypassing and ISO 14644-8 will superseed using E595 to avoid outgassing concerns | We do not see how these two standards are exclusive from each other. With that said, the DOWSIL 795 does seem to meet the E595 requirements though it isn't offically listed on the NASA E595 database. This would be acceptable. |
| 6 | 3 | statement of requirements | 7 a vi. | How much space is permitted outside perimeter of cleanroom walls is allowed for return air chase plenums | If you are going to use ducted returns back to the FFUs, there is a callout on page 11. There is a 1 foot curf around the entire space for protrusions. The return air ducts would be counted as such. |
| 7 | 4 | statement of requirements | 7. b. I, ii. | Do have approximate height from AFF of windows for each room? | AFF? Was the question answered by looking att eh drawing on pg 12? |
| 8 | 4 | statement of requirements | 8. a. I, ii, iii | Please clarify on door sizes as RFQ has discrepancy: 3068 or 3070? | The "6'x8'" should not be listed under 8.a.i. The specifications under 8.a.i.1, 8.a.ii.1, and 8.a.iii.1are correct. |
| 9 | 4 | statement of requirements | 8. a. I, ii, iii | Can 42" wide door suffice for emergency door exit? | The "Emergency Exit Door" is intended to be the equipment move in door and not an emergency exit. The equipment we are moving into the space is 3'6" wide and we would need an open working width to accommodate that. |
| 10 | 4 | statement of requirements | 8. a. I, ii, iii | Does any doors have vision lites? Is there any issues with doors construction that meet ISO 14644-3 on sealing? | Visions lites are are not a requirement for the doors. As long as the doors do not hamper the ability to change the space to a class 5 cleanroom. |
| 11 | 4 | statement of requirements | 8. a. I, ii, iii | there is a concern with a 7' ceiling 7' door, can we use 6'8" doors? | The equipment we are moving into the space is 6'4" in height. As long as the equipment can be moved into and out of the space. |
| 12 | 5 | statement of requirements | 9. c. i. | Will the FFU be direct ducted from HVAC? Do you intend to have a roof or Plenum space above the ceiling in which to create a negative pressure Plenum to inject air conditioning into? You and to set pay at the HEPA filters be deducted from the HEPA filters straight to the return wall and no roof? | No, the FFUs will not be directly ducted to the HVAC. In the 1'6" space between the bottom of the lights and the ceiling there are multiple supply ducts that will be blowing conditioned air towards the intakes of the FFUs. The high bay is very similar except the area above the bottom of the lights is three plus feet. |
| 13 | 5 | statement of requirements | 9. e. | What type of DP gauge, digital or analog? BMS integration required? | Building Mangement System integration is not required. The type of gauge was not specified. |
| 14 | 5 | 10. a-e | Does raceway channel for electrical need to be UL approved/classified? | Yes, it should be UL approved.Anything electrical related should be UL approved to meet NIST Safety requirements. | |
| 15 | 5 | statement of requirements | Should the supplier supply all of the cabling to wire all of the electrical units outlets light fixtures and any low voltage for dimming the light fixtures? | That would be ideal, but not required as written. Suggestions to what we can purchase to connect everything up would be welcome. | |
| 16 | 7 | statement of requirements | 14 iii | Will NIST allow at addiotnal cost to allow cleanroom contractor to inspect cleanroom build to ensure construction was completed accurately? If not exclusions will be applied to conditions to pass or fail on ISO 6 classificaiton testin at rest and oprational is acceptable? | |
| 17 | 8-Jul | statement of requirements | 14.. | Will NIST allow inspection of site conditions prior to construction or proposal to ensure proper construct prior to prefarication of cleanroom? | See photos of the space. |
| 18 | statement of requirements | existing flooring leveled and conditioned for flooring materials? What flooring materials specifications will be provided to supplier? | The floor is not ideal and due to time contraints nothing will be done with the floor. The floor is currently tile on concrete. This is why there has bene no mention of the flooring. | ||
| 19 | 5 | B | 1 | detail and or photo of above structre (ceiling) and pipe below existing ceiling | See photos of the space. |
| 20 | Is this on ground floor? | Yes, this is on th groud floor | |||
| 21 | How far away is exterior wall for OSA (outside air) | A glass curtain wall is located four feet away. But please see, 2. (Scope of Work), C – ii – 9 – c – ii “Air exchange with outer lab room, such that cooling air is sourced from room HVAC, and HEPA units discharge clean conditioned air into the clean space. Return air exits the cleanroom at floor level." | |||
| 22 | is 277v 3 phase power available for HVAC? | Unfortunately , we only have 120/208 VAC three phase located in the entire building. | |||
| 23 | Unfortunately , we only have 120/208 VAC three phase located in the entire building. | We were not planning on making that big of a change to the space, but it is possible to remove those lights and gain more vertical space. You would gain 11 inches of vertical space, which leaves about an inch to the fire sprinkler branch. |
