About this file
The document is a Bidder's Statement of Principal Place of Business form designed for out-of-state bidders participating in Florida state or local government contract opportunities. The form requires bidders whose principal place of business is outside Florida to provide a legal opinion from an attorney regarding any potential bidding preferences in their home state or political subdivision. The form mandates that out-of-state bidders must accompany their bid documents with a written attorney opinion about whether their state's laws grant preferences to local business entities in public contract procurement, as stipulated by Section 287.084(2) of Florida Statutes.
The form is structured to capture detailed information about the bidder's location, including specific sections for attorneys to indicate whether their state or political subdivision grants any preferences in public contract letting. It requires the attorney to select and complete either a "no preference" or "preference exists" option for both state and political subdivision levels, providing space to describe any applicable preferences and identifying the relevant laws or authorities. The document serves as a compliance mechanism to ensure transparency and fairness in the bidding process for government contracts, particularly for vendors seeking to do business with Florida governmental entities.
