About this file
The document is a Bidder's Statement of Principal Place of Business form used for a state and local contract opportunity involving an Air Traffic Control Simulator for the School Board of Polk County, Florida. The form is specifically designed for out-of-state bidders to provide legal documentation about their business location and any potential bidding preferences that might exist in their home state or political subdivision. The form requires bidders to disclose their principal place of business and have their attorney provide a legal opinion about any state or local bidding preferences that might apply to public contracts.
The form implements Florida Statute 287.084, which mandates that vendors with a principal place of business outside Florida must submit a written legal opinion from an attorney licensed in their state regarding any preferences granted to local business entities in public contract procurement. The document provides two primary sections for legal opinion: one addressing state-level bidding preferences and another addressing political subdivision preferences. Out-of-state bidders must carefully complete this form, indicating whether their home state or political subdivision grants any special considerations to local businesses in public contract awards, with failure to comply potentially resulting in a non-responsive bid status.
