About this file

This is a Statement of Organization form issued by the City of Tucson's Business Services Department in conjunction with a solicitation for processing and marketing of curbside and commercially collected recyclable materials (Solicitation #260106). The City of Tucson's Environmental Services Department is seeking qualified proposers to process and market recyclable materials collected through its Single Stream Recycling Program, Neighborhood Recycling Centers, and commercial recycling programs. The procurement evaluates two scenarios: a Material Recovery Facility (MRF) sited at the City's Los Reales Landfill that may be city-owned or operated under a public-private partnership, or a contractor-owned and operated MRF for which the contractor is responsible for siting, constructing, owning, and operating the facility. A pre-submittal meeting is scheduled for December 10, 2025, at 10:00 AM, with proposal responses due on January 15, 2026, at 2:00 PM Arizona local time. The contract term runs for 15 years, from July 1, 2027, to June 30, 2042, with options to renew for up to five additional one-year periods. The current agreement expires on June 30, 2027, though the City retains the right to negotiate an extension.

The City processed approximately 23,577 tons of recyclable materials in fiscal year 2024 and will evaluate proposals based on price, method of approach, qualifications and experience, and performance history. Proposers must demonstrate the ability to process recyclable materials with a minimum 95% capture rate and residuals not exceeding 5% per working day. The solicitation emphasizes compliance with federal regulations, including HUD Section 3 requirements mandating that 25% of labor hours be performed by Section 3 workers with 5% specifically by Targeted Section 3 workers. The procurement encourages participation from minority and women-owned business enterprises and requires contractors to comply with Buy America provisions, workplace safety regulations, and environmental protection standards. The pricing structure involves processing fees, revenue sharing, and a host fee for non-city tons. Olga Culp, CPPB, serves as the Senior Contract Officer, with contact information available at Olga.Culp@tucsonaz.gov or (520) 837-3801.
