About this file

This Statement of Organization is a submission form issued by the City of Tucson Business Services Department for Solicitation #260106 related to the processing and marketing of curbside and commercially collected recyclables. The City of Tucson's Environmental Services Department is soliciting proposals for a Material Recovery Facility (MRF) to process recyclable materials collected through the Single Stream Recycling Program, Neighborhood Recycling Centers, and commercial recycling programs. The contract will operate for 15 years, from July 1, 2027, to June 30, 2042, with options to renew for up to five additional one-year periods. Proposers must demonstrate the ability to process recyclable materials with a minimum capture rate of 95% and residuals not exceeding 5% per working day. A pre-submittal meeting is scheduled for December 10, 2025, at 10:00 AM, with proposal responses due on January 15, 2026, at 2:00 PM local Arizona time. The City processed approximately 23,577 tons of recyclable materials in fiscal year 2024. The proposed facility will be located at the Los Reales Sustainability Campus, featuring a 60,000 square foot processing plant with a 70,000 square foot tip floor and 122,700 square feet of parking and bale storage.

The RFP presents two scenarios: a City-owned MRF at the Los Reales Landfill or a contractor-owned and operated facility. Evaluation criteria include price, method of approach, qualifications and experience, and performance history. The solicitation emphasizes federal compliance, including HUD Section 3 requirements mandating that 25% of labor hours be worked by Section 3 workers with 5% specifically by Targeted Section 3 workers. Contractors must comply with Buy America requirements, workplace safety regulations, and environmental protection standards. Minority and women-owned business enterprise participation is encouraged. The current contract expires June 30, 2027, though the City retains the right to negotiate an extension. The pricing structure involves processing fees, revenue sharing, and a host fee for non-city tons. Senior Contract Officer Olga Culp, CPPB, may be contacted at Olga.Culp@tucsonaz.gov or (520) 837-3801.
