About this file

This document contains questions and answers related to a federal solicitation for an A-Kit for the Bradley Fighting Vehicle. The solicitation, number SPRRA2-24-R-0015, is being issued by the Defense Logistics Agency Aviation for a 3-year, firm-fixed price, indefinite delivery/indefinite quantity contract. The procurement is set-aside for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) or Women-Owned Small Businesses (WOSB) under the WOSB Program. Key details include:

The A-Kit part number is 57K7977, and the government is providing drawings and a Bill of Materials. Vendors have questions related to the cost and software data reporting (CSDR) requirement, first article testing, and availability of CAD files. The government is working to address these questions and provide clarification. Vendors are also seeking information on approved manufacturers and packaging requirements. The government has indicated it may require cost or pricing data if price reasonableness cannot be determined through analysis.

QUESTIONS ANSWERS

Please provide specification 19207- 12465333. Drawings sent to all interested vendors.

Can the CSDR requirement be reviewed for removal - this places a large burden on a Small Business

Per DFARS 234.7100, cost and software data reporting (CSDR) is required. CADE/CAPE works with vendor's capabilities to meet the requirements.

Need specification 12292178 that is noted on drawing 12586629. Drawings sent to all interested vendors.

C.1.2.1 The contractor shall produce BFVS Iron Fist A-kits (Part Number Part #57K7977). QUESTION: Is this the part number we will be delivering or do we deliver other PNs? Part #57K7977 is the kit number. Vendors will be delivering the kit.

Is there a top level drawing missing from the TDP that calls out PN#57K7977 There is no top level drawing at this time.

Are IUID markings only needed on final packaging or on the component level IUID is at the component level; reference DFARS 252.211-7003.

Packaging is listed as "Best Commercial Practice" will the USG require electrical and fab components to be in separate packaging

Yes

As we read the RFP there isn't a clear understanding of how FAT will be conducted. Will the USG require a standalone FAT? If so we would like to request that have a separate cost on the USGs cost card. The GVT is working to find the answer to this question.

CLIN 0001-0003 have a line to fill in cost in Sec B - CLIN 0004AA-0004AC have **NSP** written in the cost line, but have a line on the USGs cost card. Are we to leave Sec B blank for the CSDR CLINs if they are not removed per the previous question. THE CSDR CLINs 0004AA - 0004AC need to be priced. The "NSP" is a contracting writing system error and is corrected with this amendment.

Will the USG handle the scheduling of ballistic testing? For previous contracts we have been told that it could take up to 6mo before APG could run plates. With this only being a possible DOA2 rated award we might not be very high on the list. Will this be acceptable to the USG?

No, USG will not schedule testing. See C.2.1.1, Testing in the SOW. However, per C.2.1.1.1.1 First article ballistic tests shall consist of all the tests specified in MIL DTL-12560K for Class 4A Armor. Unless otherwise specified the first article ballistic test shall not be required provided

(a) the manufacturer, within 37 months, has produced acceptable plates within the same nominal thickness ranges of Table VI, and (b) the production conditions are the same as for previously accepted plates. A supplier who has previously met the first article requirements shall furnish the procuring activity the firing record of the ballistic test plate and other pertinent data relative to compliance with first article. The results and data from these ballistic tests shall be provided in the First Article Ballistic Test Report (CDRL A001).

If the Offeror and any sources of supply provide an active JCP Certification during the solicitation stage will the TDP be made available?

YES. The Drawings are Export Controlled and once JCP Certification is verified, the vendor will be sent the drawings.

Recommend removing "Year One" from the CLIN Description since Year One is

SLIN 0004AA.

Concured. "YEAR ONE" is removed in this amendment.

SLINs 0004AA, 0004AB, and 0004AC all reflect NSP. Section A-17 and Enclosure 1 indicate the CSDR is to be priced. Since pricing is to be provided for the CSDR, request removal of NSP from Schedule B SLINs 00004AA, 0004AB, & 0004AC.

THE CSDR CLINs 0004AA - 0004AC need to be priced. The "NSP" is a contracting writing system error and is corrected with this amendment.

Are the Production Year 1 quantity and delivery dates expected to be ordered and funded at DOA or is the Government providing the BEQ for pricing purposes and orders may be placed at lower quantities throughout the Production year which will impact the resulting delivery schedule and price?

YR 1 is expected at 213; however, this is an IDIQ so the guaranteed minimum is 50.

Schedule B indicates the first delivery is 365 days ARO. Recommend Section F be revised to be in line with Schedule B delivery.

Section F requires the Offeror to fill-in.

If the first deliverable is due 365 days ARO does the Government anticipate orders placed within the ordering period to potentially be delivered in the fourth year? YES. The GOV can place orders within the ordering period. Deliveries can be made until completion, just no new orders can be placed after the last ordering period.

Request the TBD be provided (Section F- 9, page 13)

Removing clause (52.211-11) from SOL.

States Data beyond that required by this instruction shall not be submitted. Is the Government requesting Cost and Pricing Data at this time or have avaliable if price reasonableness cannot be determined? That is correct. Cost or Pricing Data may be required if price reasonableness cannot be determined.

If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.

Quesition: Is the Government requesting Cost and Pricing Data at this time or have avaliable if price reasonableness cannot be determined?

No, not at this time, only if price reasonableness cannot be determined.

Section L, A General - under Volume III ** it states the Government wants two 1 page PPS sheets but under subsection 4.

Note, it states "In the case of CPARS, if your input has already been provided and the rationale/circumstances have not changed, do no repeat them here."

Does the Government want Offerors to submit CPARS and PPS documents or only PPS? How does that affect the page count?

The PPS should provide the pertinant contract information. If a CPARS was conducted on the contract, state that on the PPS, and the Government will refer to the CPARS assessment. The PPS is used to assist in the relevancy rating of the contracts submitted, which feeds into the confidence assessment.

There are significant drawings still missing from the solicitation package.

Offeror requests a minimum of 14 business days from release of the last drawing in order to provide a responsive FFP proposal submission package.

As of AUG 08, 2024, all drawings have been provided to interested vendors. If you feel you have not received them, please email DLAHSVPMContracts@dla.mil

Offeror reports it has been found that part numbers in this kit have many NSNs that fall within the called-out part number. "Advise if you have a preferred or approved Manufacturer that is required to procure this material. I have attached a few part numbers/NSN examples along with my line card for your perusal."

The GVT is working to find the answer to this question.

In response to the additional A-kit drawings, offeror asks will any of the drawings be available in CAD? Such as a .stp format?

The GVT is working to find the answer to this question.

In response to the additional A-Kit Drawings, offeror asks "Is the 57K7977 drawing available? We are not able to find it in what was sent. It would be the roll-up of all the volumes for the parts in the kit." The BOM will be used for now. The most current BOM will be sent out via amendment on

8/9/24. The GVT does not see anything on the A-Kit drawings that are missing from the BOM.

In response to the A-Kit Drawings, is there Special Packaging Instructions (SPI) available?

There are no special packaging instructions at this time. Packaging will be best commercial practice.

In response to the A-Kit Drawings, "the color of CARC paint is also an unknown, can that be clarified as well?"

The Color is Green 222.

Does USG have some sort of bill of materials BOM excel sheet that could be sent that would help breakdown the parts and where they should be used?

This amendment includes the updated BOM.
