Acquisition Overview
• Universal Coverage: The IEC will support any product, and incidental service, used by the Department of Defense (DoD) or the Federal Government to connect weapon systems, computer systems and networks, global and tactical networks, radio networks, etc.
– Commonly used products within scope of this contract include various types of cables, connectors, wiring harnesses, accessories, and installation kits for use in the interconnection of electrical equipment.
– IEC has the potential to support over 100k items
• Outcomes Expected: Holistic and Long-Term Solution, Rapid Response and Quick-Turn Coverage, Advanced Planning & Supply Chain Analysis, Cooperation/Collaboration Between Awardees and Government

• 10-Year Multiple Award Indefinite-Delivery Indefinite Quantity (IDIQ) Contract (EAD October 2019)
• Five (5) Year Base Period with Five (5) One (1) Year Unilateral Options
• $808M Max / $10,000 Guaranteed Minimum per awardee
• Solicitation Response Deadline: 16 September 2019 (5:00pm ET)
• Firm-Fixed Price (FFP) CLINs
• FFP & Cost-Plus-Fixed-Fee (CPFF) CLINs for incidental services
• Best Value, Trade-Off for IDIQ prime awards
• LPTA or Trade-Off process for award of orders

• The solicitation is being released under Full and Open Competition in accordance with (IAW) FAR 6.102(b).
– IAW FAR 19.502-4(a), the solicitation also includes reservation(s) for small business contract awards
– Prime awardees are required to provide a Small Business Commitment Participation Document that targets a minimum of 40% small business participation of the total awarded order dollar value throughout the life of the contract
– In addition, the solicitation will also provide the Government the right to set-aside orders under $250,000 solely for small business awardees.
• The Government intends to make awards based on initial offers; however, the Government reserves the right to conduct discussions, if necessary.
Offerors are encouraged to submit their best proposal in response to this solicitation.

• Trade-Off Best Value Procedures:
– All evaluation factors other than price, when combined, are significantly more important than price.
– The Government will evaluate Small Business Offerors and Other-than- Small-Business Offerors separately and alike, as defined throughout the evaluation criteria within Section M.
– The Government reserves the right to make an award to other than the lowest priced offerors, or to other than the offerors with the highest technical rating if the Government determines that do so would result in the best value to the Government.

Submission Requirements
• Prospective offerors should insert prices, complete all requirements within the
RFP, and sign and upload all pages, to include amendments, to the solicitation, (prior to the closing date & time) in https://fbo.gov . Offerors shall include the following within their proposal:
– Cover Letter
– Signed RFP & Amendments
– Volume 1 - Technical Proposal
– Volume 2 - Past Performance
– Volume 3 - Small Business Participation
– Volume 4 – Price
• Offerors shall send an email to the designated points of contact (POCs) below confirming the offerors package was uploaded to FedBizOpps. Offerors may e-mail the designated POCs below if they are experiencing technical difficulties with the FedBizOpps website.
• Proposals should be valid for 180 days after the closing date of the solicitation

Volume 1 - Technical Proposal
• The technical proposal shall not exceed fifty (50) pages. The technical proposal shall consist of separate sub-sections outlining each technical sub-factor and sub-sub factor:

ii. Production Management
• Offerors are reminded to address all information within Section L & M
• The scope of this acquisition is robust and some items may have complex technical challenges such as First Article Testing, Obsolescence, Technical Data Packages, etc. Your proposal needs to demonstrate that your organization can handle the supply chain and technical complexities on an acquisition of this size.

Technical Features of IEC
• Supply Chain Management: Source restriction compliance (Buy American & Trade
Agreement Act)…clause flow down to sub-contractors as required…counterfeit electronics part detection and avoidance requirements apply to all primes
• Program and Data Management: SOW requires a designated program manager or equivalent that will be the main POC on all contract, implementation, and technical matters.
• Hardware Requirements: Hardware requirements will be determined at order level…supplemental requirements may apply e.g. ILSC SOW
• Configuration Control: Primes must be familiar with processes…and implement as required. Government requirements may vary by ordering activity
• FAT: If required, Government will indicate on the fair opportunity notice
• Obsolescence Management: Prime will be responsible for providing early identification of obsolescence that will impact supply availability
• Non-Commercial / Commercial: Clause applicability will vary at order level depending on commerciality as stated in solicitation

Volume 2 - Past Performance
• There are two aspects to the past performance evaluation. The first is to evaluate the offerors past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The second aspect of the past performance evaluation is the performance confidence assessment.
• The offeror shall provide a list of relevant completed contracts/orders, commercial or government, performed within the past three (3) years. Up to three (3) total, government OR commercial contracts for the same or similar items shall be submitted.

Volume 3 - Small Business Participation
• ALL offerors, regardless of size standard, shall provide a Small Business Participation Commitment Document (SBPCD) that maintains a minimum of forty percent (40%) of its total awarded order dollar value for each IDIQ year to small business.
• Other-than-small-business offerors shall provide a Small Business Subcontracting Plan that contains all the elements required by FAR 52.219- 9.
• The Government will evaluate the SBPCD document to ensure that the offeror provides the minimum requirements of small business participation.
A Small Business offerors may meet the requirement using work performed itself.

Volume 4 - Price Evaluation List
• The Price Evaluation List contains a total of 127 supply items as provided in
Attachment 0001.
– The PEL is a sampling of the scope and DOES NOT cover the entire scope of the contract.
– The offeror shall provide ceiling prices on a minimum of 95% of the supply items (or 121 items) on the PEL for all years, for either the exact item specified or an acceptable alternate.
– The fixed prices will constitute a not to exceed CEILING PRICE for the base and option periods on any resultant contract for the IEC. It is anticipated that the IEC contract awardees will pursue aggressive pricing, maximize the alternate offers, and find technical solutions/efficiencies, as needed.

Technical Data Packages
• TECHNICAL DATA PACKAGE (TDP) RECEIPT INSTRUCTIONS: A
majority of TDPs can be sent via SAFE, with 18 files accessible through cFolders.
– A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program (JCP).
– To receive access to the SAFE TDPs, please email the Designated POCs with the completed and signed NDA, along with a copy of your company's CAGE verification in the System for Award Management
(SAM).
– cFolders: Companies must have access to cFolders to obtain the remaining 18 TDPs. Companies may have to submit an additional NDA within cFolders in order to access all files.

Performance Measurements & Metrics
• On-Time Delivery: The contractor must maintain a minimum ninety percent (90%) on-time delivery rate (units delivered on-time versus total units delivered).
• Quote Metric:
– Small Business – Shall provide proposals on seventy-percent (70%) of the order RFPs including those that are set-aside one hundred percent (100%) for small businesses.
– Other-than-small-businesses - Shall provide proposals on eighty-five percent (85%) of the order RFPs that are solicited via unrestricted delivery order RFP.

Performance Measurements & Metrics
• Small Business Participation Commitment Document: IEC contractors are required to submit semi-annual Small Business Participation Commitment Document reports that certify the contractor is continuously meeting the 40% small business participation requirement.
• Purchasing System Review: In accordance with DFARS 252.244-7001, the IEC contractor shall establish and maintain an acceptable purchasing system.
It is intended that the process of determining an acceptable purchasing system will be delegated to the DCMA ACO. However, the IEC Contracting Officer will annually review the ACOs review and determination.
• Timely Submission of CDRLs: IEC contractors are required to submit two
(2) base contract CDRLS in addition to any order specific deliverables. This performance criteria applies only to the base contract CDRLs which includes the quarterly Obsolescence Status Report, and a monthly Production Status Report.

Post-Award Execution
• Order Reservation:
– Small Business Reservation: The Contracting Officer intends to reserve all orders under $250,000 for small business awardee(s)
– Unrestricted Orders: Above $250,000…unrestricted to all primes…Government reserves right to restrict these orders if within the best interest of the Government
• Off Ramp:
– The Government reserves the right to off-ramp IDIQ holders that fail to meet the requirements of the contract
• On Ramp:
– The Government reserves the right to on-ramp additional IDIQ holders through open season procedures
