As stated in the solicitation, the PEL has been established for price evaluation, and the final pricing will become not to exceed CEILING PRICES for each line item/associated period of performance at award. After award, the Government reserves the right to compete the PEL items, or to order from the ceiling price. If competed, an awardee cannot propose a price greater than the ceiling price established at award.
