C.1. SCOPE.
C.1.1. This Statement of Work (SOW) defines the effort required to conduct an Evaluation of currently available, non-developmental, self-propelled howitzer 155mm artillery system of systems.
C.1.2. Background. Project Manager Self-Propelled Howitzer Systems (PM SPHS) needs to deliver a superior armored howitzer system by Fiscal Year (FY) 30. This test evaluation is planned to result in a subsequent Request for Proposal for a production contract award if a suitable and operationally acceptable solution is identified.
C.1.3. Program Description. Division Artillery requires significant and organic fire support capability with high levels of mobility, protection, rate of fire, and sustainment necessary to deliver dominant long range, massed and precision fires. This requirement is for vendors to participate, with their non-developmental self-propelled howitzer system of systems, in an Evaluation Test Event at Yuma Proving Ground (YPG), Arizona in FY26. The self-propelled howitzer system of systems should include but is not limited to 155 mm self-propelled artillery vehicle (wheeled or tracked), to include ammunition, resupply system (if available), special tools, and similar components as required to demonstrate the capability during test.

C.3. REQUIREMENTS
C.3.1. General. The work required by this contract shall be performed in accordance with this SOW.
DRAFT
C.3.2. Self-Propelled Howitzer-Modernization Evaluation.
C.3.2.1. The contractor shall participate in the United States Government (USG) run 155mm Self-Propelled Howitzer system of systems evaluation.
C.3.2.2. The contractor shall participate in the Evaluation designed to complete the Attachment A - Test Support Assumptions. For planning purposes, the contractor shall assume: the evaluation will be nine months in length and may begin anytime between August 2025 and October 2025. Test Article(s) will be due at YPG, AZ at the beginning of the USG assigned test window. Test Article(s) will remain at YPG through the entire testing window. If the contractor test article(s) are unavailable due to system failures or maintenance issues at any point during the assigned testing window, then the USG may truncate portions or all of the remaining testing. The USG will provide facilities at YPG for secured storage (Howitzer, Resupply System, and up to a 40-foot container), required daily maintenance, and required intermediate maintenance. The USG will be present during all maintenance activities. The USG will provide test ranges, and common USG consumable items such as fuel and nitrogen.
C.3.2.3. The contractor shall deliver a Failure Analysis Report (FAR) for every Major or System Abort test incident during the evaluation as defined in the North Atlantic Treaty Organization Allied Dependability Management Publication-03, Edition A, Version 1, May 2022. The contractor shall deliver the FAR in accordance with CDRL A024. The FAR will assist in understanding each incident’s cause of events (e.g. inherent to the items design or induced by external influences). Discussions between the USG and contractor’s Subject Matter Expert may be required to ensure full technical understanding of the FAR.
C.3.2.4. To gain access to YPG, contractor personnel shall work with their National Embassy to provide the Foreign Visit Request to applicable YPG personnel a minimum of 30 calendar days prior to arrival at YPG. The contractor shall submit the request to YPG at the following email address: usarmy.ypg.atec.mbx.intelligence-and-security-office@army.mil
C.3.2.5. At the conclusion of the contractor’s test window, the contractor shall remove all Test Article(s) and associated support equipment from YPG within 30 calendar days of completion of the last test.
C.3.2.6. The contractor shall provide the necessary program management, engineering support, Field Service Representatives, vehicle operators, and evaluation logistic

C.3.2.7. The contractor shall support Test Readiness Reviews (TRR) prior to the beginning of test. There will be two TRRs, one at 45 calendar days prior to vehicle delivery and a second just prior to the planned vehicle delivery date as determined by the USG. The purpose of the TRR will be to assess the test objectives, test methods and procedures, scope and safety of tests, and confirm required test resources have been properly identified and coordinated to support planned tests.
C.3.2.8. The contractor shall make available the necessary test article(s), System Support Package (SSP), and spare parts to support the Evaluation. The contractor is responsible for managing the transportation of their test article(s) and SSP to and from
YPG.
C.3.2.8.1. The contractor shall make available and bear cost of shipping for quantity one Self-Propelled Howitzer System (gun vehicle) and necessary equipment for a full combat load. Contractor shall also make available resupply system that is complementary to the SPH with all necessary equipment for a full combat load.
C.3.2.8.2. The contractor shall make available and bear cost of shipping for quantity one system support package (Tools, Line Replaceable Spares Units, and spare parts) to be used to maintain the Self-Propelled Howitzer System and resupply system during test.
C.3.2.8.3. The contractor shall make available quantity one Cannon drilled in accordance with Attachment B - Ported Tube ICD, for the purposes of measuring internal ballistics of the contractor’s cannon and ammunition.
C.3.2.9. The contractor shall provide on-site test support at YPG for the duration of test activities, to include the necessary crews to perform the Government testing. Contractor shall assume that in addition to the vehicle crew(s), quantity five personnel will be on-site for nine months. The contractor shall travel to support Test Evaluation activities only with the prior written approval of the Contracting Office Representative (COR). Travel shall be in accordance with the Joint Travel Regulation.
C.3.2.10. The contractor shall have personnel on-site with the requisite knowledge to interface with USG personnel and ensure successful testing of their system.
C.3.2.11. The contractor shall have personnel on-site who are responsible for conducting the maintenance of their system. Relevant sections of the system operator and maintainer manuals shall be provided in English in accordance with CDRL A009.
This shall include, but is not limited to the howitzer, resupply vehicle, and any component manuals not detailed in the howitzer or resupply manuals.
C.3.2.12. The contactor shall support a (30 minute) test Integrated Product Team (IPT) meeting two times per week at YPG for the duration of test activities. This meeting will be led by PM SPHS with support of YTC personnel. The contractor shall have a representative physically onsite to support each IPT and have requisite personnel available to support the meeting remotely via teleconference. The purpose of this IPT will be to coordinate all test activities with USG on site representatives, ensure the schedule is aligned, and determine the path forward for all issues.
C.3.2.13. The contractor shall participate in weekly (1 hour) program management IPT meetings, teleconferences, or video teleconferences with the USG to status contract execution. As part of this IPT, the USG will convey available information to the contractor concerning their system progress in the Evaluation. All meetings will be conducted in English.
C.3.2.14. The contractor shall allow access to the system of systems for USG evaluation of fire control integration, space claims, and operation for the duration of the period of performance at YTC.
C.4. GOVERNMENT FURNISHED EQUIPMENT (GFE)
C.4.1. The USG will not provide any GFE in support of the Evaluation.
C.5. Contract Data Requirements List (CDRL) The contractor shall deliver the following information in order to supplement the evaluation with information not able to be gathered through test activities.
C.5.1. The contractor shall prepare and provide a Reliability Report in accordance with CDRL A001 and Attachment F providing knowledge on the systems mission capability.
C.5.2. The contractor shall prepare and provide an Armor Suitability Report in accordance with CDRL A002. The technical intent of this report is to document the system's(s') armor against kinetic energy threats, artillery threats, and underbody threats. If more than one system is provided, both systems shall be described individually.
C.5.3. The contractor shall prepare and provide a Power and Mobility Capabilities Report in accordance with CDRL A003 and Attachments C and D. The report shall detail the mobility capabilities and characteristics of all vehicles offered for evaluation. If multiple vehicles are offered, their capabilities and characteristics shall be described individually.
C.5.4. The contractor shall prepare and provide a Technical Data and Intellectual Property Report in accordance with CDRL A004 documenting the contractor controls and maintains the Technical Data package. This documentation shall verify the Contractor has Intellectual Property rights for all data included in the Technical Data Package.
C.5.5. The contractor shall prepare and provide a Supportability and Maintainability Report in accordance with CDRL A005 detailing the supportability and maintenance requirements of all vehicles offered for evaluation. If multiple vehicles are offered, their supportability and maintenance requirements shall be described individually.
C.5.6. The contractor shall prepare and provide a Resupply System Capability Report in accordance with CDRL A006 documenting the resupply vehicle/system capabilities offered for evaluation. If no resupply vehicle/system is offered, please mark report as "N/A".
C.5.7. The contractor shall prepare and provide a Cannon & Ammo Handling Safety Summary in accordance with CDRL A007.
C.5.8. The contractor shall prepare and provide an Emitter Frequency List in accordance with CDRL A008. The contractor shall list the emitter frequencies for all items in the ecosystem provided to the US Government. This shall include, but not be limited to, radios, fuze setters, Digital Fire Control Systems, vehicle communication systems (internal and external).
C.5.9. The contractor shall prepare and provide a Critical Crew Drill Report in accordance with CDRL A010.
C.5.10. The contractor shall prepare and provide an Armament Capabilities Report in accordance with CDRL A011 documenting the armament capabilities and characteristics of the vehicles offered for evaluation.
C.5.11. The contractor shall prepare and provide a Health Hazard Assessment Report in accordance with CDRL A012 detailing how health hazards were systematically identified and evaluated, evaluated proposed hazardous materials, and proposed measures to eliminate or control these hazards through engineering design changes or protective measures to reduce the risk to an acceptable level.
C.5.12. The contractor shall prepare and provide a Safety Assessment Report in accordance with CDRL A013 detailing the system's safety risk to personnel, environment, the system itself, and other systems the contractor system can be reasonably expected to interact with.
C.5.13. The contractor shall prepare and provide a System Safety Hazard Analysis Report in accordance with CDRL A014. The information should systematically identify and evaluate hazards, both real and potential, for their elimination or control.
C.5.14. The contractor shall prepare and provide a Cyber Survivability Attributes Assessment Report in accordance with CDRL A015 and Attachment E.
C.5.15. The contractor shall prepare and provide an Environmental Capabilities Report in accordance with CDRL A016 documenting the environmental capabilities and characteristics of all vehicles offered for evaluation. If multiple vehicles are offered, their capabilities and characteristics shall be described individually.
C.5.16. The contractor shall prepare and provide a Fire Control Report in accordance with CDRL A017 documenting the current components and status of the Fire Control System and any interacting software modules on the platform.
C.5.17. The contractor shall prepare and provide an Integrated Health Management System Description and Data Architecture report in accordance with CDRL A018 detailing a comprehensive description of the system's IHMS.
C.5.18. The contractor shall prepare and provide a Network Integration Report in accordance with CDRL A019 documenting the amount of spare space claim and electrical power available to support the installation of US Army Network Integration (NI) equipment such as Mission Command (Command & Control (C2)) systems, Position Navigation and Timing (PNT) devices, and Tactical Radios (TR) in all vehicles offered for evaluation.
C.5.19. The contractor shall prepare and provide a Quality Assurance Program Plan report in accordance with CDRL A020 detailing knowledge on its Quality Assurance Program Plan (QAPP).
C.5.20. The contractor shall prepare and provide a Technical Report for Nuclear, Biological, Chemical Compliance report in accordance with CDRL A021.
C.5.21. The Contractor shall prepare and provide a report documenting the possibilities for future growth of their complete system (self-propelled howitzer and, if offered, resupply vehicle or system, ammunition, training aids, tools, etc.) in accordance with
CDRL A022. The report is limited to 60 pages. If multiple vehicles are offered, their capabilities shall be described individually. The report shall capture the possible system improvements in key growth areas.
C.5.22. The contractor shall prepare and provide a Transportability Report in accordance with CDRL A023 describing the current analysis and interfaces that support transport of the system of systems.
C.5.23. The Contractor shall prepare and provide a Failure Analysis Report (FAR) in accordance with CDRL A024.
C.5.24. The contractor shall prepare and provide an Ammunition Safety and Reliability Report in accordance with CDRL A025 documenting ammunition component safety and reliability under environmental effects of all offered ammunition component combinations from all offered vehicles. If multiple ammunition component combinations and vehicles are offered, their performance shall be documented individually.
C.5.25. The contractor shall prepare and provide an Ammunition Performance Report in accordance with CDRL A026 documenting the minimum range, maximum range, accuracy, precision and terminal effects of all offered ammunition component combinations from all offered vehicles. If multiple ammunition component combinations and vehicles are offered, their performance shall be documented individually.
C.5.26. The contractor shall prepare and provide an Ammunition Design Maturity & Manufacturing Readiness Level report in accordance with CDRL A027 documenting the maturity of the design and manufacturing readiness level to produce of all offered ammunition components. All ammunition components shall be documented individually.
C.6. PERIOD OF PERFORMANCE
C.6.1. The period of performance will be nine months. The contractor’s start date will be specified in the contract award notification.
C.6.2. The testing will take place at Yuma Proving Ground, AZ.
C.6.3. The testing window will begin between August 2025 and October 2025.
C.7. SECURITY
C.7.1. Antiterrorism (AT) Level 1 Training. All contractor employees, to include sub-contractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and sub-contractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. C.7.2. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
C.7.3. Before Common Access Card (CAC) issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve physical access to DoD facilities or non- DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
C.7.4. For Contractors that do not require CAC but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
C.7.5. iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and http://jko.jten.mil/ within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 60 calendar days after contract award. C.7.6. OPSEC Training. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. (CDRL A029)
C.7.7. Information Subject to Export Control Laws/International Traffic in Arms Regulation (ITAR). Public Law 90-629, "Arms Export Control Act," as amended (22 U.S.C. 2751 et. seq.) requires that all unclassified technical data with military application may not be exported lawfully without an approval, authorization, or license under EO 12470 or the Arms Export Control Act and that such data require an approval, authorization, or license for export under EO 12470 or the Arms Export Control Act. For purposes of making this determination, the Militarily Critical Technologies List (MCTL) shall be used as general guidance. All documents determined to contain export controlled technical data will be marked with the following notice: WARNING This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., and Sec 2751, et seq) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. If contractor information contains export controlled technical data, the USG will handle such information utilizing the standards outlined above. Prior to transmission to the USG, the contractor shall route the information through the embassy of the sending country.
C.8. DATA CLASSIFICATION
C.8.1. The highest classification of this contract will be Controlled Unclassified Information (CUI)
C.8.2. The contractor shall be capable of accessing, handling, receiving, and storing CUI documents, equipment, hardware, and test items, using the applicable standards of CUI information. All Controlled Unclassified Information (documents designated as CUI and/or LIMITED DISTRIBUTION) shall be submitted by a controlled means using USPS mail or DoD Safe Access File Exchange (SAFE) website https://safe.apps.mil/.
