The white, pink, and canary paper stock must contain a minimum of 30 percent post-consumer recovered material, certified through submission of the SPO Form-8 State of Hawaii Certification of Recycled Content. Contractors must be compliant with the Hawaii Compliance Express at the time quotations are due, with non-compliance potentially disqualifying the offer. All submissions, including the Offer Form for Traffic Disposition Forms and the SPO Form-8, must be submitted through the State of Hawaii eProcurement System (HIePRO). If air freight is required due to contractor-caused delays, the contractor bears those costs; the Judiciary assumes air freight costs only when delays result from circumstances beyond the contractor's control. The contractor is responsible for any form damage until actual delivery, with the Officer-in-Charge determining whether replacement or reimbursement is required.
