TESTING AND SERVICE OF AUTOMATIC TRANSFER SWITCHES
Purpose
The purpose of this specification is to establish minimum test requirements that will provide a reasonable degree of reliability from the
Automatic Transfer Switches when called upon to provide emergency power during a typical utility outage.
II
Scope
This specification addresses the minimum annual test requirements for switchgear in accordance with NFPA, ANSI, NEC, and UL Standards.
Test Specifications
Visual and Mechanical Inspection
Check equipment log for any previous problem.
2.
Inspect for physical damage.
3.
Remove any dust, dirt or foreign matter from the inside of the cabinets.
4.
Check for positive interlock between normal and alternate sources (both mechanical and electrical).
5.
Check tightness of all control connections.
6.
Torque all power pole lug connections and bolted connections to U.S. Standard bolt torque’s for bus connections, if required.
7.
Note any unusual noise or any obvious overheating within the switch enclosure.
8.
Visually inspect the main contacts and note any excessive contract erosion, serious pitting or heavy carbonization.
9.
Ensure that a complete instruction manual with schematic and wiring diagrams are in the enclosure.
10.
Inspect and lubricate all mechanical linkages, bearings, slider, and rack gears as required.
11.
Ensure that all covers, barriers, and doors are secure
(including Door Closing Mechanism).
12. Insure that service log, basic tools, jumpers, spare parts, and supplies are readily available.
13.
Check for cleanliness of room and that there are no unnecessary items in room.
Electrical Tests
Calibrate the following relays, timers and sensors:
a.
Voltage sensing relays for pickup and drop out.
b.
Frequency relays for pickup and drop out for both frequency and voltage.
c.
In-phase monitor (Synchronism Check Relays) calibrated for proper pickup with respect to time delay, dead bus lockout, phase angle and slip rate differential.
d.
Engine Start Timer (Proper setting).
e.
Transfer to emergency timer (Proper setting).
f.
Re-transfer to normal timer (Proper setting).
g.
Engine overrun timer (Proper setting).
h.
Other special relays, timer, or special controls requiring calibration.
Perform Automatic Transfer by stimulation of loss of normal power and perform the following:
Check for closure of engine starting contact.
Verify proper voltage and frequency of the alternate source.
Verify proper time delays.
Verity transfer to emergency position.
e.
Verify all Special Circuits installed in switchgear.
f.
Verify re-transfer to the normal position.
g.
Verify auxiliary pilot lamps and auxiliary contact closures and openings.
h.
Insure engine shutdowns after proper time delays.
I.
Perform a manual transfer to ensure the manual transfer mechanism is in working order (if required).
Perform Contact Millivolt Measurements under load with a true RMS Digital Voltmeter (40% load or greater if possible) on all sources (as required).
Record the millivolt drop across the total contacts of all phases (both normal and emergency sources).
Record the millivolt drop across the total contact system (lug to lug normal and emergency).
Record the current of each of the phases both normal and emergency sources.
Provide detailed and summary test reports.
1) Detail reports on items A, and B, per attached specimens.
2) Summary report to highlight conditions requiring immediate corrective action.
