FORDS RUN DRAINAGE PROJECT
I. SPECIAL PROVISIONS
1. LOCATION / SITE DESCRIPTION
According to the OSM51 report, the Lower Kittanning Coal was deep mined by the Ketchum
Coal Company at this site in the 1960’s. This site has also been used for coal refuse disposal and, according to information provided, reclamation work has been performed on two previous occasions to grade the refuse and construct armored drainage features to carry surface runoff downslope to Fords Run. Fords Run is carried to the site in a grouted channel and then passes below the toe of the refuse through a 48-inch diameter RCP. This pipe is blocked and leaking into an adjacent channel just downstream of the inlet and this leakage then combines with red
AMD from the refuse and flows to Fords Run just downstream of the outlet of the 48-inch RCP.
Failed drainage channels carrying surface runoff from the refuse reclamation area have caused substantial erosion and overflow at the inlet to Fords Run RCP. This overflow floods the adjacent county road and causes refuse to accumulate on the highway.
The project goal is to repair, replace, and reconfigure grading and drainage from the old refuse reclamation project to prevent erosion and overflow to the highway. As part of this project, Fords Run will be returned to a channel and the existing 48-inch RCP will be removed and backfilled. The pipe removed will be stockpiled onsite for the property owner’s use.
Substantial AMD flows from the mine refuse and as mentioned, this seepage is flowing onto
CR24 and is also affecting an active permit operated by Kanawha Energy (Permit # P-0713-00)
Mine No. 10 Prep Plant. This uncontrolled AMD and refuse have prompted complaints from the permit holder, DEP, and the WVDOH. A limestone rock toe will be constructed to capture and properly convey this seepage to Fords Run.
The general scope of work is as follows;
1. Temporary erosion and sediment control measures will be implemented including;
temporary sump, pump, and dewatering bag(s), rock check dams, super silt fence, and stabilized construction entrances as shown on the Plans. The construction sequence has been planned to utilize proposed permanent channels to prevent run-on into disturbed areas during construction and promote maintenance of vegetative buffers.
2. Clearing and grubbing.
3. Stripping and removal/stockpile of surface soil suitable for use as soil cover.
4. Demolition (48-Inch RCP Pipe Removal) and existing building foundation/slab.
5. Riprap channel and rock toe construction.
6. Channel repair, replacement, and re-alignment.
7. Erosion repair and grading of refuse.
8. Borrow and Waste Site Development.
9. Installation of soil cover.
10. Installation of an underdrain to improve drainage at an existing underdrain outlet.
11. Revegetation.
Drainage channels DC-2 and DC-3 will be lined with Claymax GCL and riprap as shown on the
Plans. DC-1 will be lined with riprap. These new channels will be constructed to capture surface drainage and convey the same to Fords Run.
Directions to site:

3.0 QUALITY CONTROL
3.1 DESCRIPTION
This Work shall consist of testing for verification that the materials supplied, and the work performed are in accordance with these Specifications. Work shall be performed to the satisfaction of the State to be considered complete.
3.2 MATERIALS
The Contractor shall submit a minimum of two (2) copies of shop drawings, catalog cuts and material certifications (as applicable) to the Engineer for all offsite materials to be incorporated into the Work. At least 1 copy submitted must be electronic. Written approval from the Engineer will be required prior to incorporation of these items into the Work.
The Contractor shall submit at least two (2) copies of the results of all tests conducted on in-situ material, concrete, and grout to be used in this project. At least 1 copy must be electronic.
Test sampling of concrete shall be in accordance with ASTM C172. Temperature testing of concrete will be in accordance with ASTM C1064. Slump testing of concrete will be in accordance with ASTM C143. Air content of the concrete shall be tested according to
ASTM C231, ASTM C173, or ASTM C138. Concrete cylinders formed for compressive strength testing shall be formed in accordance with ASTM C31. Concrete compressive strength testing shall be in accordance with ASTM C39. Four concrete test cylinders shall be made and tested: one test cylinder shall be tested 7 days age, one test cylinder at
14 days age, one test cylinder shall be tested at 28 days age, and one cylinder shall be held as a spare. Concrete must have a compressive strength of at least 4,000psi within 28 days, a slump of 1-4 inches, an air content of 6-7.5%, and a temperature of 50°F-90°F at pouring to be acceptable, unless otherwise specified in the Plans or these Specifications.
Concrete used in road crossings, such as headwalls or wingwalls for a culvert crossing a road, must meet the requirements of Section 601 of the WVDOT Standard Specifications for Roads and Bridges, 2023 Edition and the MM-109, as applicable. In the event of a conflict between these Specifications, the WVDOT Standard Specifications for Roads and Bridges, 2023 Edition or the MM-109, then the most stringent requirement shall prevail. In the event of a conflict between the above that is more fundamental, such as what material to use or what construction methods to employ, then the order of priority would be the MM-109 (for roads only) then the WVDOT Supplemental Specifications, 2023 Edition (for roads or bridges only), and then these Specifications. Outside of work on, under, or near roads and bridges, these Specifications prevail entirely.
Notwithstanding the above, a conflict in one requirement does not relieve the Contractor of abiding by all other requirements in these Specifications.
For ease of reference, the WVDOT Standard Specifications for Roads and Bridges, 2023 Edition can be found at the below:

These requirements apply to both pre-cast concrete and concrete that is cast in place.
Unacceptable concrete must be replaced at the Contractor’s expense. Custom concrete mixes outside of these tolerances can be approved by the Engineer on a case-by-case basis. The State reserves the right to reject concrete based on a visual inspection without waiting on testing results.
Test sampling and compressive strength testing of grout shall be in accordance with
ASTM C1019. Slump testing of grout shall be in accordance with ASTM C143. Grout must have a compressive strength of at least 2,000psi within 28 days and a slump of 8-
11 inches to be acceptable, unless otherwise specified in the Plans or these
Specifications. Unacceptable grout must be replaced at the Contractor’s expense.
Custom grout mixes outside of these tolerances can be approved by the Engineer on a case-by-case basis. The State reserves the right to reject grout based on a visual inspection without waiting on testing results.
Test sampling of Controlled Low Strength Material (CLSM) – also known as flowable fill – shall be in accordance with ASTM D5971 and ASTM D4832. CLSM compressive strength testing shall be in accordance with ASTM D4832. CLSM must have a compressive strength of at least 150psig within 28 days. CLSM used for road crossings must have a pH of 5.0-13.0 and must meet the requirements of Section 219 of the WVDOT Standard Specifications for Roads and Bridges, 2023 Edition and the
MM-109, as applicable. In the event of a conflict between these Specifications, the
WVDOT Standard Specifications for Roads and Bridges, 2023 Edition, or the MM-
109, then the most stringent requirement shall prevail. In the event of a conflict between the above that is more fundamental, such as what material to use or what construction methods to employ, then the order of priority would be the MM-109 (for roads only) then the WVDOT Standard Specifications for Roads and Bridges, 2023
Edition (for roads or bridges only), and then these Specifications. Outside of work on, under, or near roads and bridges, these Specifications prevail entirely. Notwithstanding the above, a conflict in one provision does not relieve the Contractor of abiding by all other requirements in these Specifications. Unacceptable CLSM must be replaced at the Contractor’s expense. Custom CLSM mixes outside of these tolerances can be approved by the Engineer on a case-by-case basis, subject to the above MM-109 and
WVDOT Standards above. The State reserves the right to reject CLSM based on a visual inspection without waiting on testing results.

At a minimum, the pipe / fill compaction tests will include moisture content and density tests of the soil in accordance with the provisions of ASTM D698 (Standard Proctor) field density tests following compaction. A new Standard Proctor will be run when soil type changes occur on site and/or at the direction of the Engineer or State representative.
Soil tests shall determine the optimal additives required for areas of soil disturbance to be fully re-vegetated (3 tons per acre preferred minimum). Normally, this includes – at a minimum – soil pH test results as well as available nutrients within the soil, including, at a minimum: nitrogen (N), phosphorus (P), potassium (K), calcium (Ca), magnesium
(MG), and Sulfur (S). At a minimum, the soil testing report will recommend what soil amendments in which concentrations are ideal for regrowth. If problems with re-vegetation occur, additional, more specialized tests may be required to be performed at the Engineer’s discretion and the Contractor’s expense.
Limestone and Sandstone shall be subjected to a Sodium Sulfate test in accordance with
AASHTO T104. Limestone shall be tested for calcium carbonate equivalent. Stone shall have a maximum weighted loss of twelve (12) percent when subjected to five (5) cycles of the Sodium Sulfate Soundness Test – ASTM C88 (ASTM C88-05 Standard
Test Method for Soundness of Aggregates by Use of Sodium Sulfate or Magnesium
Sulfate), as modified by the American Association of State Highway and
Transportation Officials (AASHTO) T-104. Limestone shall be commercially supplied and have a calcium carbonate equivalency of 70% or greater. The stone shall consist of particles of clean, hard, tough, durable rock, free from adherent coating. The State reserves the right to reject limestone based on a visual inspection without waiting on testing results.
Sandstone shall be certified to be non-acid producing. Sandstone to be sound, non-acid producing, durable, non-calcareous sandstone from a State approved source. Shale is not acceptable. The sandstone shall consist of particles of clean, hard, tough, durable rock, free from adherent coating. The State reserves the right to reject sandstone based on a visual inspection without waiting on testing results.
Note that the WVDOT Standard Specifications for Roads and Bridges, 2023 Edition and the MM-109 (if applicable) specify quality control and testing procedures that ARE
REQUIRED for any applicable asphalt replacement repaving, shoulder stone, guardrail replacement, etc. The Contractor is to ensure these are implemented, that materials and installations permanently installed meet or exceed all required tests, and the Contractor shall provide the results to the State and the WVDOH for record.
