This document is a specification and requirements document issued by the State of Tennessee, Department of General Services, Division of Vehicle and Asset Management (VAM), for Bumper Sticker Call Center Services. The State seeks a contractor to operate and maintain a Driver-Monitoring Program call center that receives public reports regarding State vehicle driver behavior. The service encompasses a 24/7 human-staffed call center equipped to handle an estimated 12-15 calls per month, staffed with a minimum of three dedicated lead agents and eight backup agents. The contractor must answer all calls within three rings, maintain industry best-practice customer service standards, and compile monthly management reports delivered in Microsoft Excel format, including incidents categorized by vehicle, driver, State agency, and incident type, along with a monthly data analysis dashboard. The contractor must also receive daily updated files from the State with vehicle-to-agency contact information and follow up with agencies up to two times if no response to incidents is received. The document does not contain information regarding pricing, set-asides, incumbents, funding sources, or renewal options.
