About this file

This document is a presentation slide deck regarding NASA Ames Research Center's Divestment of Buildings strategy for the Facilities Support Services II (AFSS II) contract. The presentation outlines NASA's approach to managing 46 buildings planned for divestment between 2024-2030, with a focus on Operations & Maintenance (O&M) requirements. Key details include:

The divestment strategy involves procuring building maintenance through IDIQ (Indefinite Delivery/Indefinite Quantity) Task Orders with a phased approach. Initially, buildings will receive full O&M services, which will be progressively reduced to abandonment-level maintenance (primarily fire alarm and critical system support). The primary objective is to enable flexible descoping of maintenance requirements due to uncertain divestment schedules. The presentation includes a site map highlighting buildings marked for divestment, with two specific buildings not shown (943A- Mars Exploration Center and N217 Magnetic Standards Lab). Task order bidding specifics will be provided during the contract's phase-in period, with reference to Attachment J2.07.05 for the detailed Facility Tier Rating and Divestment Year Schedule.

DIVESTMENT OF BUILDINGS

James Beahn - Lead Engineer, Ames Center Operations Directorate

Divestment of Buildings Top level background on why divesting from buildings and general approach ARC is following

(etc. etc.)

Uncertainty of scheduling O&M needs of buildings prior to Abandonment vs. after Abandonment

• Normal O&M is as required per PWS Sections 6 & 7 for all buildings

• Abandonment O&M are maintenance tasks related to Fire Alarm, Facility/Customer Alarms and any system support operation of those alarms (all other maintenance work is descoped) (Section 11.11)

• Divestment Building O&M to be procured via IDIQ Task Order(s)

• 46 buildings will be O&M'ed the same as the rest but funded via IDIQ TO

• These buildings are planned for divestment during performance of AFSS II

• IDIQ TO(s) will be planned to the schedule of Divestments

• Anticipate initial scope of Divestment Bldg O&M TO's will be full O&M follow by reduction of scope to Abandonment level, then later entirely descoped when warranted (demolished or approval for "abandon in place")

• Anticipate an annual blanket TO for all Divestment Bldgs not planned for divestment in the next 12 months

• The Primary Intention of Divestment Bldg O&M via TO is to enable descope of O&M requirements in a timely fashion to uncertain divestment schedules

Several SHOULD be already divested prior to AFSS II start but, due to schedule uncertainties, are provided

Additionally, if Divested on time, likely to still need Abandonment level O&M

TO bidding specifics to be provided during Phase-In
