Acquisition Strategy
The AFSS II acquisition will be completed pursuant to FAR 15 and NFS part 1815 – Contracting by Negotiations.
The contract will have a five-year performance period, consisting of a one-year Base Period and four one-year Option Periods. A 60-day Phase-In Period will precede the Base period. The IDIQ ordering Period is 5 years from the start of the base period.
This acquisition will be awarded under the North American Industry Classification System (NAICS) code of 561210 Facilities Support Services and the small business size standard is $47 Million
This acquisition will be competed as an 8(a) set-aside.
Acquisition Strategy – Contract Type
This is a follow-on acquisition to contract number NNA15BB23C with Jacobs Technology, Inc. of Tullahoma, Tennessee. The current contract is a Hybrid contract that includes: a Firm-Fixed Price (FFP) phase-in CLIN, a FFP definitive core, a Cost-Plus Fixed-Fee (CPFF) portion for the environmental services CLIN, and an IDIQ CLIN with FFP task orders.
This acquisition will result in a single award hybrid contract consisting of:
Firm-Fixed Price (FFP) Contract Line Item (CLIN) for phase-in Cost-Plus-Award-Fee (CPAF) CLINs for Operations and Maintenance, Reactive Maintenance and
Specialty Support Services Indefinite Delivery/Indefinite Quantity (IDIQ) task order requirements under which FFP or CPAF task orders may be executed.
Option to Transition From Award-Fee to Fixed-Fee The Government may choose to transition from Award-Fee to Fixed-Fee under this contract. The
Contracting Officer may exercise this option by issuance of a unilateral contract modification; provided that the Government, in its sole discretion determines to be in its best interest and it provides the Contractor a preliminary written notice no later than 45 calendar days into a fee evaluation period.
Should this option be exercised, the listed fixed-fee provisions will be in effect for the applicable fee periods: FAR 52.216-8, Fixed Fee, NFS 1852.216-75, Payment of Fixed Fee
Acquisition Strategy – Cont.
The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost/price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable.
Performance Work Statement Overview
The PWS describes the scope, complexity, and purpose of the services with details of the requirements to be procured under the contract
Requirements include:
Phase-In Services: Phase-in Activities, which includes all activities necessary to start-up the contract during the 60-day Phase-in period.
Operations and Maintenance Services: Operations & Maintenance of Ames Research
Center Facilities. This CLIN represents the majority of the work in this AFSS II contract and includes, most notably, the Preventative Maintenance (PM’s) for all systems on center (other than in Divestment or Leased buildings).
Reactive Maintenance Services: Reactive Maintenance which includes Trouble Call (TC) response and management, and any other immediate response activities.
Performance Work Statement Overview
Requirements cont. :
Specialty Support Services: Specialty Support Services includes preparation and readiness to respond to Environmental cleanup needs and Emergencies. Preparation includes maintenance of emergency equipment so that this equipment is always at the ready, as well as training & certification needs for contractor personnel to be able and ready to provide a response for Environmental Cleanup.
IDIQ Requirements: Task orders under the IDIQ portion will be issued as FFP, or CPAF. The IDIQ scope of work is defined and further explained in PWS Section 10. Two areas of note are the following:
Operations and Maintenance of Divestment-Planned Buildings – “Divestment” indicates a building is potentially planned for Abandonment and later Demolition. All of which shall be costed individually and separately for the following 2 levels of maintenance: Regular Building Maintenance, which is to match all requirements contained in PWS Section 7 and Abandoned Building Maintenance which is only those maintenance tasks identified within Regular Building Maintenance (PWS Section 7) that relate to Fire Alarms, Facility Alarms and any systems supporting operation of those Alarm systems (such as electrical power).
Reactive Maintenance in excess of the set threshold, currently $2,000.00
Performance Work Statement Organization
The current Performance Work Statement (PWS) is broken into 14 Sections inclusive of a table of contents, a list of acronyms, definitions and an attachment list.
PWS Attachments List These attachments are to the PWS, not section J attachments in the solicitation.
Currently, there are over 200 attachments which are planned to be provided to the Contractor community, as early as possible, but prior to the Final RFP.
These attachments include: Current Inventories, Sample Permit Forms, Sample Reports, Historical Data, etc.
All attachments fall into 3 categories:
Those provided for information only Those necessary to complete performance of the PWS, and are needed for the contract Historical information and samples that may be helpful to an Offeror in the development of it’s proposal. However, the Government does not assert to the validity of this data, and it is at the Offeror’s discretion to use this information in the preparation of it’s proposal.
Performance Work Statement IDIQ Task Order Management Factor
The IDIQ CLIN includes the following:
An IDIQ Task Order Management Factor shall provide for the direct management of each
Fixed Price Task Order while doing so in an efficient manner whereby itemization of all management tasks, for every single Task Order, will not have to be generated by the contractor.
The IDIQ Management Factor is for the below listed items and these may not be included elsewhere:
IDIQ Materials Ordering Process IDIQ Subcontractor coordination IDIQ Coordination with Ames facilities IDIQ Management to coordinate contractor existing manpower to complete IDIQ TO IDIQ reporting within Contractor management IDIQ Job-specific Environmental Safety and Health (ESH) Plan IDIQ Task-specific Area Clearance Process IDIQ Contractor interfacing with customer/government for scheduling
The Costs associated with the management of the CPAF Task Orders shall be, included in each CPAF Task Order Proposal and negotiated with the Contracting Officer at the time of award.
Proposal Preparation - General
Proposals shall be prepared in accordance with the Final RFP and subsequent written Amendments, if any.
The Offeror shall acknowledge all Amendments with the proposal Submission.
The evaluation of proposals shall be in accordance with the Final
RFP.
Proposal Evaluation
Proposals will be evaluated in accordance with the Federal Acquisition Regulations (FAR) subpart 15.3 and NASA FAR Supplements (NFS) Subpart
1815.3. The following are the three evaluation factors that will be used:
Mission Suitability Past Performance Cost/Price
In the selection of an offeror for contract award, the Cost/Price factor is significantly less important than the combined importance of the Mission Suitability factor and Past Performance factor. As individual factors, the Mission Suitability Factor is more important than the Cost Factor which is more important than the Past Performance Factor.
Proposal Evaluation – Weighting and Scoring
In accordance with NFS 1815.304-70(b)(1), the Mission Suitability factor will be weighted and scored on a 1,000-point scale. The numerical weights assigned to the Mission Suitability subfactors are indicative of the relative importance of those evaluation areas. The points associated with each Mission Suitability subfactor are :
MISSION SUITABILITY
FACTOR
Subfactors Assigned Weight
Management Approach
Technical Approach (Case Study)
TOTAL 1,000
Proposal Evaluation – Past Performance
For a Prime Offeror’s individual past performance contract reference to be considered at least minimally “relevant”, it must have a total contract value equal to or greater than $30,000,000. Only Federal Government contract references shall be submitted and be considered for evaluation.
For a Major Subcontractor’s individual past performance contract reference to be considered at least minimally “relevant”, it must have a total contract value equal to or greater than $3,000,000. Federal Government or industry references shall be submitted and considered for evaluation.
Requested Early Submission of Past Performance – Final RFP Proposal Volume III, Past Performance is requested by TBD at 1:30 p.m. Pacific Time, but not officially due until the proposal submittal date. Selection Decision
The Source Selection Authority's (SSA) decision shall be based on a comparative assessment of proposals pursuant to source selection criteria prescribed in the final solicitation. While the SSA may use reports and analysis prepared by others, the source selection decision shall represent the SSA’s independent judgment.
Requests for Feedback
Potential offerors are encouraged to comment on all aspects of the draft RFP, including the requirements, schedules, proposal instructions, and evaluation approaches; and any perceived safety, occupational health, security (including information technology security), environmental, and/or other programmatic risk issues associated with performance of the work.
Potential offerors are also encouraged to comment on the DRFP Contract Line-Item Number (CLIN) structure, Performance Work Statement (PWS), classification of any labor categories, and any unique terms and conditions.
ARC is interested in lowering maintenance costs by extensively using predictive testing and inspection (PT&I) and remotely monitored condition-based maintenance (CBM) techniques and technologies.
Additionally potential offerors are encouraged to comment specifically on any requirements or evaluation terms that are unclear and what revisions, if any, would make it more likely for a potential offeror to submit a proposal to a future RFP for this procurement.
Specific areas the AFSS II team desires industry feedback are:
Past Performance contract reference dollar value thresholds for Prime and Major Subcontractors Requirement for Federal Contract References for Prime Offerors Firm Fixed Price IDIQ Task Order Flat Rate Management Factor Clarity of PWS attachments in relation to the PWS Specialty Support Services Scope and Clarity Clarity of the Pricing Instructions and Cost/Price Model Understanding of Section J Attachments
