About this file

This document is a presentation walkthrough for the NASA Ames Facilities Support Services II (AFSS II) Quality Assurance Surveillance Plan (QASP) and Case Study, providing detailed instructions for potential contractors. The case study focuses on a hypothetical maintenance scenario for Building 455, a 40-year-old basic materials lab at NASA Ames Research Center, where contractors must develop a 12-month preventative and corrective maintenance plan. Offerors are required to submit a technical approach response limited to 25 pages, including detailed maintenance strategies utilizing Reliability-Centered Maintenance (RCM) principles, with a specific Excel schedule of monthly preventative maintenance tasks.

The evaluation criteria will assess the technical approach based on effectiveness, efficiency, and completeness of facility maintenance activities. Contractors must use the provided MAXIMO data attachment, assume all assets are active, and perform all Preventative Maintenance (PM), Programmed Maintenance (PGM), and Predictive Testing and Inspection (PT&I) tasks during the 12-month performance period. The solicitation is set aside for 8(a) small businesses, with a draft Request for Proposal (RFP) planned for early 2025, and potential virtual requirement walk-throughs and an Industry Day to be scheduled to provide additional guidance to interested parties.

Quality Assurance Surveillance Plan and Case Study Walk Through

4-10-25

AFSS II QASP Walk Through

• Quality Assurance and Safety Plan

• Key components and objectives of the QASP

• Special Emphasis on Contract Surveillance

– Monthly Tag Up with CO, COR

• Cost/Schedule (533) - It is used to monitor financial performance on the contract.

– Initial Financial Management Report (NF 533I)

– Monthly Financial Management Report (NF 533M)

– Quarterly Financial Management Report (NF 533Q)

• Completion status of IDIQ and Preventative Maintenance Tasks etc.

• Customer Input (Positive and Negative)

– The contractor is expected to establish and maintain professional communication between its employees and customers. The primary objective of this communication is customer satisfaction.

Customer satisfaction is the most significant external indicator of the success and effectiveness of all services provided and can be measured through customer complaints.

AFSS II Case Study Walk Through

• Section L Mission Suitability Factor (Volume II) Instructions

• Sample Case Study Instruction to Offerors

• In the following Sample Case Study, the “Sample Case Study Requirements” are a description of the work and example deliverables that are required under the Performance Work Statement (PWS).

• Background Information on Sample Case Study Scope

• NASA Ames Research Center (ARC) has a fictitious basic material lab, referred to hereafter as Building 455, that requires both corrective and preventative maintenance. The building is in use and fully occupied by NASA personnel. The 40-year-old building consists of lab, office space, mechanical space and an elevator.

• Sample Case Study Requirements

• The offeror shall plan and provide preventative and corrective maintenance for Building 455 for a 12-month period of performance (as part of

Section H response requirements below).

• Sample Case Study Definitions

• Standard definitions provided

• Routes

• Preventative Maintenance (PM)

• Programmed Maintenance (PGM)

• Predictive Testing and Inspection (PT&I)

• Condition-Based Maintenance (CBM)

• Maintenance Planning and Scheduling principles

• CMMS

• Facility Management Control System (FMCS)

AFSS II Case Study Walk Through

• Section L Mission Suitability Factor (Volume II) Instructions

• Government Provided Assumptions

• The offeror is to assume that all provided assets included in MAXIMO data included as Sample Case Study Attachment #1 are active.

• The offeror is to assume that all PMs, PGMs, and PT&Is identified in the MAXIMO data included as Sample Case Study Attachment #1 must be performed in the 12-month period of performance of this sample case study, regardless of frequency indicated in Sample Case Study Attachment #1.

• The proposal response from the Offeror shall comply with all documents identified in the Applicable Documents and Sample Case Study Attachments sections of this Sample Case Study.

• The offeror is to assume in its response to Sample Case Study Section H.6.d that the government has directed the use of Condition Based Maintenance

(CBM) for the maintenance of this facility.

• Applicable documents

• The applicable sections of the AFSS II RFP PWS as provided in section H of the Sample Case Study and all referenced attachments, excluding the AFSS II

PM Checklist (J2.07.02) and DRD’s.

• The PM Checklist is a complete list of Preventative Maintenance tasks for all actual ARC buildings, none of which applies to this fictitious lab

• No DRD documentation is requested to be scheduled/planned as part of responses in this Sample Case Study

• Sample Case Study Attachments

• Sample Case Study Attachment #1 – Sample fictitious basic materials lab MAXIMO Data 9- 30-24 –

• The first tab entitled “PIVOT TABLE” lists the total asset counts as found in MAXIMO

• The tab entitled “MASTER LIST” lists all applicable assets, asset specific data and PM frequencies. Clicking on the blue asset hyperlink on this tab will automatically bring up the asset work instruction which provides a work instruction narrative for the asset and all other assets associated with that specific work instruction. While on this page, clicking on “RETURN TO MASTERLIST” will bring the viewer back to the tab entitled “MASTER LIST.”

• Sample Case Study Attachment #2-5 Are B 455 (Case Study) Floor Plans.

• Sample Case Study Proposal Response Requirements

• The offerors are to provide narrative responses for the technical approach subfactor for all listed items excluding item g of question 5. (Case Study 25-page limit)

• g. Provide the proposed 12-month maintenance schedule based on RCM principles utilizing the provided MAXIMO data (Sample Case Study Attachment #1) as an Excel file. The schedule shall show each PM that needs to be performed for each month during the 12- month period of performance. Offerors may use the Excel file extract from MAXIMO, or similar CMMS, to produce the 12-month maintenance schedule that is proposed as Offerors response to this item.

• Note 4: RCM Excel Schedule required under L.3(a)(2) i.H.6.g. is excluded from the page count.

AFSS II Case Study Walk Through

• Case Study Evaluation Criteria (Section M)

• Technical Approach Subfactor

• The Offeror’s proposed approach to the Technical Approach Subfactor will be evaluated as follows:

• i. Section L.3(a)(2)(i) – TA-1: Hypothetical Case Study #1 Facility Maintenance Activities will be evaluated for effectiveness, efficiency, and completeness.
