About this file
This document is a Special Provisions file for Soil Remediation related to the City of Urbana's demolition project at 211 N Race Street in Illinois, addressing specific soil disposal and imported materials requirements. The project involves removing soil from the upper four feet below ground surface, which does not meet Clean Construction or Demolition Debris (CCDD) disposal standards and cannot be reused on-site. The soil will be disposed of at the Brickyard Landfill in Danville, Illinois, and requires specific handling procedures due to identified contaminants.
The document outlines strict requirements for imported fill materials, mandating that all off-site materials must meet Illinois EPA soil remediation objectives for residential properties. Each imported material source must be sampled at a rate of one sample per 500 cubic yards, with exceptions for virgin materials from quarries. The site has identified contamination concerns, including mercury, arsenic, and dieldrin, which necessitate a comprehensive Site Health and Safety Plan (HASP) to be submitted by the contractor. The HASP must detail procedures for handling contaminated soils and protecting workers during construction activities, addressing both construction worker inhalation and residential ingestion exposure routes.

SOIL DISPOSAL
NON-SPECIAL, NON-HAZARDOUS WASTE (NSW)
It has been determined that the soil generated within the upper four (4) feet below ground surface (bgs), does not meet the requirements for Clean Construction or Demolition Debris (CCDD) disposal, nor can it be beneficially reused on-site. Soil generated from within the upper four (4) feet will require off-site disposal at a Subtitle D Landfill facility. It has been determined that soil generated within the upper four (4) feet of excavation will be disposed off-site at the Brickyard Landfill in Danville, Illinois.
IMPORTED MATERIALS
All material imported from an off-site source for use as fill or engineered barriers is required to meet the soil remediation objectives as set forth in Title 35 of the Illinois Administrative Code (35 IAC) Part 742 Tiered Approach to Corrective Action Objectives (TACO) Subpart E for residential properties. Materials include soil, sand, gravel, or other geologic material. Each type of material imported from an off-site source to be utilized on-site as fill or engineered barriers must be sampled and analyzed at a rate of one (1) sample per 500 cubic yards of imported material per source. If virgin sand, rock, gravel, or other geologic material was obtained directly from a quarry, a bill of sale and affidavit from the quarry confirming the origin of the material will be accepted in lieu of analytical testing.
Soil from the Urbana Park District fill site, located at 2000 East Washington Street in Urbana, Illinois meets the Illinois EPA import requirement for 3,000 cubic yards of import. Any fill material from this location imported in excess of 3,000 cubic yards will require further testing for Target Compound List parameters, in accordance with 35 IAC Part 740.
SITE HEALTH AND SAFETY PLAN (HASP)
Contractor is responsible for submitting a site-specific HASP, which addresses all project conditions. A site-specific HASP is incidental to this contract.
Analytical results from a limited soil investigation identified soils on-site that exceed the Tier 1 remediation objective for the Construction Worker Inhalation exposure route as set forth by the Illinois EPA. The submitted Site Health and Safety Plan should identify procedures for the handling of these soils. Procedures shall be implemented to protect site workers and observers from hazards encountered during construction activities in locations containing contaminated materials. Contaminants of concern: mercury.
Analytical results from a limited soil investigation identified soils on-site that exceed the Tier 1 remediation objective for the Residential Ingestion exposure route as set forth by the Illinois EPA. Soils on-site should be considered non-Hazardous, non-Special waste, and as such, the submitted Site Health and Safety Plan should identify procedures for the handling of these soils. Contaminants of concern: arsenic and dieldrin (pesticide).
