About this file
This document is a borrow source evaluation letter from Fehr Graham Engineering & Environmental to the City of Urbana Public Works Department regarding soil characterization activities at the Prairie Park Sledding Hill Fill Pile located at 2000 East Washington Street in Urbana, Illinois. The investigation involved collecting six total soil samples (two additional samples supplementing a previous July 2024 investigation by Midwest Engineering and Testing) to evaluate soil suitability for reuse. Soil samples were analyzed for volatile organic compounds, semi-volatile organic compounds, pesticides, polychlorinated biphenyls, target analyte list metals, cyanide, and pH using USEPA analytical methods.
The analytical results indicate that the soil samples do not exceed the Tier I Soil Remediation Objectives (SROs) for residential properties established by the Illinois Environmental Protection Agency. Based on the comprehensive testing, approximately 3,000 cubic yards of soil from the site meet the Illinois EPA criteria for reuse, with any amount over 3,000 cubic yards requiring further testing. The soil samples were collected on September 25, 2024, and analyzed using standard chain-of-custody procedures, with results compared against residential property environmental standards to determine potential reuse and environmental compliance.

RE: Borrow Source Evaluation Prairie Park Sledding Hill Fill Pile 2000 East Washington Street Urbana, Illinois 61802
Dear Ray, At the request of the City of Urbana Public Works Department (“Urbana”), Fehr Graham Engineering & Environmental (“Fehr Graham”) has performed limited soil characterization activities at the Prairie Park Sledding Hill Fill Pile location at 2000 East Washington Street in Urbana, Illinois (herein referenced as the “Site”). The scope of work was completed as described in Fehr Graham’s proposal, which Urbana accepted on September 16, 2024. Per the accepted proposal, the following parameters were evaluated through soil sampling and analysis:
Compound or Group of Compounds
USEPA
Analytical Method
Volatile Organic Compounds 8260
Semi-Volatile Organic Compounds 8270E
Pesticides 8081B
Polychlorinated Biphenyls 8082
Target Analyte List Metals 6020B/7471
Cyanide 9012 pH 9045
As a supplement to the Clean Construction or Demolition Debris(CCDD) investigation performed by Midwest Engineering and Testing, Inc (MET) in July 2024, Fehr Graham returned to the site on September 25, 2024, to collect two (2) additional discrete soil samples from areas within the Site, as identified in the July 2024 MET investigation. Soil sample locations are identified in the attached figures. The collected samples were screened with a calibrated photoionization detector (PID) with a 10.6eV lamp and placed in laboratory-provided containers. Samples were stored in a cooler on ice for the duration of the day’s activities and relinquished to Pace Analytical Services, LLC in Green Bay, Wisconsin, under standard chain-of-custody procedures at the earliest opportunity.
Soil analytical results were compared to the Tier I Soil Remediation Objectives (SROs) for residential properties set forth by the Illinois Environmental Protection Agency (EPA) Title 35 Illinois Administrative Code (IAC) Part 742, Tiered Approach to Corrective Action (TACO). Analytical results are summarized in Tables 1A through 1D.

December 17, 2024 Ray Garcia, City of Urbana Public Works Department Borrow Source Evaluation – Prairie Park Sledding Hill Fill Pile, Urbana, Illinois
Analytical results from this investigation indicate that soils from the Site do not exceed the TACO SROs for Residential Properties. Based on this evaluation, soils from the Site meet the Tier I SROs listed in TACO; therefore, they are suitable for reuse. Considering the four (4) samples collected during the July 2024 MET investigation and the two (2) samples collected for this supplemental investigation, 3,000 cubic yards of soil from the Site meets the Illinois EPA criteria for reuse. Any amount over 3,000 cubic yards would require further testing.
We appreciate the opportunity to assist Urbana with soil management services on their project.
If you have any questions, please do not hesitate to contact us in the office at (630) 897-4651.
Sincerely, Ross Grimes, PG Branch Manager
