About this file
This document is an Exhibit "B" Special Conditions file for Volusia County's Deland IT Restroom Energy Conservation Measures project, identified by Contract No. C2031 and ITB No. 25-B-90LL. The project involves renovating four existing restroom spaces in an active, occupied County IT facility, with work primarily scheduled after normal business hours (Monday through Friday, 8:00 am to 5:00 pm). The contractor will be responsible for complete demolition and removal of existing equipment, ensuring minimal disruption to the facility's daily operations, and maintaining at least one restroom for each gender during business hours.
The special conditions outline critical requirements for the project, including strict security protocols where contractors must be escorted throughout the building, maintaining a secure work environment, and ensuring all tools remain secured in public areas. The County project manager will collaborate with the awarded contractor to determine dumpster and storage locations. The contractor must be prepared to immediately halt work if construction activities disrupt the facility's functionality, with the option to resume after business hours. All unused materials will be removed, and the contractor bears responsibility for any arrangements needed to meet the County's operational continuity requirements.
