About this file

The Special Conditions document is a supplementary file for the Volusia County Deland IT Restroom Energy Conservation Measures project, detailing specific operational requirements for the construction contract. The project involves demolition and restoration of four existing restroom spaces (two men's and two women's) to create ADA-accessible and staff-accommodating facilities. Contractors must perform the majority of work after normal business hours (outside of 8:00 am to 5:00 pm Monday through Friday), and work within an active, occupied county building with strict guidelines on noise, debris, and construction activities.

The contract requires contractors to navigate a secure facility with mandatory escort, maintain at least one restroom per gender operational during business hours, and coordinate dumpster and storage locations with the county project manager. The awarded contractor will be responsible for all demolition, removal of equipment, securing tools, and ensuring minimal disruption to the facility's daily operations. All construction activities must comply with the county's specified special conditions, which prioritize building functionality, staff accessibility, and security protocols throughout the project's duration.
