About this file
This Special Conditions document outlines key requirements for the CDBG-CV Seville Village Improvement Association Pavilion Construction project administered by Volusia County, Florida. The project involves construction of a new pavilion at the Seville Village Improvement Association site, funded through a federal Community Development Block Grant. The awarded contractor must submit a building permit for approval prior to commencing construction. This is a federally assisted project subject to Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, and federal bonding requirements under 24 CFR 85.36. Contractors must comply with Section 3 and M/WBE program requirements. Weekly certified payroll reports documenting wage compliance are mandatory throughout the project duration, with the prime contractor bearing responsibility for enforcement and potential liability for wage restitution.
The Special Conditions document clarifies that local preference language is not permitted under CDBG regulations and must be removed from solicitation materials. Numbered forms are designated as required contractor documents, with only page 3 of document 4.0 (Section 3 Business Concern Certification) required to be completed during the bidding phase. All other required documentation will be completed only by the awarded contractor following project award. The project is subject to federal labor standards and reporting requirements as established by the Secretary of Labor and applicable federal regulations included in the bid packet.
